Russo
City Manager
City of Sunny Isles Beach
17070 Collins Avenue, Suite 250
Sunny Isles Beach, FL 33160

Dear Mr. Russo:

It was a pleasure meeting with you and Lynn Dannheisser to discuss the City's
redevelopment aspirations for the Sunny Isles Boulevard area between the Intracoastal and Collins
Avenue. We also enjoyed our preliminary reconnaissance visit with you and your staff. As we
discussed, community revitalization is a focal point of our practice, and we are very interested in
working with you and the City on what is a complicated but exciting challenge.

We propose an initial work effort - what we refer to as a "due diligence" investigation. Our
experience tells us that the first questions the City should answer are: what are the realistic, market-
supported opportunities; what are the constraints which must be overcome and how can the City
achieve its objectives?

\V orking with existing information we would:

1. conduct a general field assessment of the study area and its environs;

2. conduct a discrete set of interviews with key public officials and private interests;

3. assemble the relevant information in a meaningful narrative and graphic form;

4. identify opportunities and constraints;

5. prepare a preliminary redevelopment/revitalization strategy;
