A PROPOSAL TO THE CITY OF SUNNY ISLES BEACH: Public Safety Master Planning

COST PROPOSAL
MASTER PLANS, MANUAL, ACCREDITATION ASSISTANCE

We will develop a police master plan, a disaster response plan, develop/update police policy
manual, and provide technical assistance for CALEA accreditation as individual projects or
as a total package. Weare submitting the costs for each individual phase under Option A and
a combined package under Option B. Since travel and time for interviews would be less if
the tasks were completed simultaneously, there seem to be major cost savings to the City
when comparing the individual costs of each task. Moreover, and most importantly, there
should be less time on the police staff, City staff, and stakeholders if the plans and policies
are developed concurrently. Additional benefits should result from a 'seamless' approach
to public safety master planning and policies/directives to guide the agency into the future.
Of course, the City should decide on which, if any, project/task to develop.

A. COSTS OF INDIVIDUAL PROJECTSrr ASKS
1. Police Department Master Plan, including Dispatch Element $ 78,650.00
2. Police Policy Manual: $ 86,500.00
3. Disaster Response Plan: $ 64,750.00
4. Technical Assistance & directives Relating to CALEA Standards: $108,500.00
Total Individual Plans/Manual/CALEA $338,400.00
B. COSTS FOR PACKAGE OF PLANSIMANUAL/CALEA $298.850.00

OPTIONAL SERVICES

CBI will provide an additional six months of technical assistance in implementing plans and
accreditation processes at a negotiated budget.

L e......, ...,,,,,, & .....;....
