the six blocks from 167th Street to 173rd Street and represents the City's most important
redevelopment and economic resource.

Based on the population projections on which the Plan is based, and provided that
current identified improvements (e.g., water and sewer capacity expansion) are carried
out, the City has infrastructure capacity to provide for the needs of redevelopment for
the next planning period. The City has initiated a number of infrastructure
improvements- recreation, transportation and cultural elements. In particular, the City
has worked very closely with the state to initiate road improvements of its primary
roadways-Collins Avenue and Sunny Isles Beach Boulevard. To further address traffic
congestion and inadequate parking along the beach, the City may want to enter into
public/private partnerships to ensure timely improvements, including development of a
public parking garage.

In terms of potential social and economic impacts, it has been long recognized that
redevelopment of the City has brought positive economic impacts to the residents and
businesses. The City has been able to maintain a favorable economic condition since
2000. Mixed-use redevelopment of condominiums and seasonal housing at higher
densities has maximized the corridor's potential and rendered its land highly productive.
The Plan contains specific policies related to the expansion of the economic and
employment base of the City through redevelopment that features mixed-uses and
transit/pedestrian friendly environments. Further economic growth is expected due to
future redevelopment.

Through the capital improvement program and adoption of the City's Land Development
Regulations, the City has been able to meet the demands of growth on public services.
Most of the vacant parcels identified as available for development and redevelopment in
the 2000 Comprehensive Plan have been developed, are under construction, or are
committed for construction. These developments have met all of the criteria required to
provide needed infrastructure, public facilities and services. LOS have been
implemented for sanitary sewers, solid waste, drainage, water, and parks and open
space. From a transportation perspective, there are no LOS deficiencies within the City,
according to the Miami-Dade County Metropolitan Planning Organization (MPO).

In recent years, the City has also experienced healthy growth in its assessed valuation,
which is good news for both the property owners and the City in terms of necessary
infrastructure improvements. Further discussion on how the City has maintained the
adopted level of service standards in light of intense redevelopment is addressed in
pages 48-53 in Chapter Three of this report. Please note the City intends to adopt a
concurrency management system to further maintain adequate LOS and coordinate
development with the provision of necessary infrastructure

Table 2.1-Major Issues Objective Assessment-shows the City's success in
implementing the objectives in each element of the 2000 Plan that relate to this issue
and all other issues identified.

City of Sunny Isles Beach -
2005 Evaluation and Appraisal Report

Rev. 9/15/2005
Page 10
