<br />Provide additional limitations on Floor Area Ratio's-- Currently, the City is seeking <br />to revise provisions on Floor Area Ratios (FARs) at its core, especially the area within <br />the Town Center District (TCD). The intent of the FARs within the area designated as <br />the TCD was to foster high quality development and buildings that promotes safe and <br />active pedestrian environments. The City wants to ensure that future redevelopment on <br />the west side of Collins does not adversely affect the overall character of the area. <br />Therefore, FARs should be reevaluated to determine provisions relative to maximums in <br />gross floor area. <br /> <br />Promote harmonious and visually appealing urban design and building form-- The <br />Comprehensive Plan has specific objectives and calls for urban design programs to <br />encourage quality and attractive development. Policies 12A-E in the Future Land Use <br />Element provide clear direction to adopt architectural design guidelines that guide new <br />commercial development, redevelopment and other physicals improvements in the <br />Sunny Isles Beach Boulevard corridor and along Collins Avenue. Also, the City has <br />done a good job of developing an overlay district for the Town Center to establish <br />design guidelines and zoning regulations to promote quality development while <br />preserving and enhancing stable single-family neighborhoods. Since the Future Land <br />Use Element currently establishes objectively-stated design direction and standards for <br />all development, a more holistic high aesthetic approach can be obtained by <br />incorporating the goals, objectives and policies contained in the Community Design <br />Element into the Future Land Use Element. The City plans to implement city-wide <br />design guidelines for all development and coordinated revitalization. <br /> <br />Increase amount of public parks to meet current and future population demands-- <br />Due to changing demographics and the desire to maintain adequate LOS standards for <br />parks and opens space, the City wishes to expand its supply of parks and open space <br />creating a comprehensive system of recreation and open space lands available to the <br />public. <br /> <br />Provide more public access to beach-The City is currently looking to add more <br />access to the beach that will promote links with Collins Avenue and the rest of the City. <br /> <br />Identify the impacts of the issue <br />Assess whether the objectives of the plan that relate to the issue have been achieved. <br />List the objectives in each element of the plan that relate to the issue (matrix format is <br />recommended). <br /> <br />Section 163.3191 (2) (e), F.S. requires that potential social, environmental and <br />economic impacts for each major issue be addressed in the EAR <br /> <br />It is anticipated that redevelopment of the existing land will have direct impacts on the <br />full range of municipal facilities and services to the City's residents, businesses and <br />visitors. The City's Plan has achieved a number of goals, objectives and policies related <br />to new development and redevelopment along the beach and on the west side of <br />Collins Avenue, particularly considering the amount of redevelopment that has <br />occurred, and the existing projects undergoing construction. According to the 2000 <br />Plan, redevelopment is intended to encourage attractive and functional mixed living, <br />shopping and recreational facilities.
