<br />routes and one local shuttle route. The City has been successful in negotiations with <br />Miami Dade Transit for implementing additional transit and possible future water taxi <br />service. Since 2000 the City has worked diligently to add on-street parking for the <br />residents of Sunny Isles Beach. The City has identified the need for a proposed parking <br />structure which would relieve the current parking shortage. <br /> <br />Finally, in further complying with current conditions and LOS criteria for a multimodal <br />transportation system, the entire City of Sunny Isles Beach is designated as a <br />Transportation Concurrency Exception Area (TCEA) as specified in Section 9J- <br />5.0055(6) of the Florida Administrative Code, and Section 163.3180(5), F.S. The City, <br />designated as a TCEA is exempted from transportation concurrency requirements as a <br />delineated area for urban infill development <br /> <br />Based on all of the above, the City believes that private development has mitigated <br />transportation improvements and concurrency requirements by meeting the criteria of <br />Objectives 1, 2, 3, 4 (Transportation Element) dealing with development that promotes <br />pedestrian safety and public transportation. <br /> <br />Identify the impacts of the issue <br />Assess whether the objectives of the plan that relate to the issue have been achieved. <br />List the objectives in each element of the plan that relate to the issue (matrix format is <br />recommended). <br /> <br />Improving the flow of traffic (e.g., access management, off-street parking, intersection <br />operations) along Collins Avenue and North Bay Road has been identified by Sunny <br />Isles Beach's residents as a viable (challenging) option in order to address their <br />transportation needs. In light of these needs, some have suggested that the City should <br />forego the improvements relative to enhancing pedestrian mobility and bicycle travel <br />(increase marked crossings and time at certain locations) along Collins Avenue and <br />instead, concentrate its efforts and resources on improving the traffic flow and <br />circulation. Improving the safety and efficiency of the City's roadway system will require <br />adequate funding to implement any identified projects. As stated earlier, if existing <br />public funding for roadway improvements is not adequate, it may be necessary to <br />explore other funding options (e.g. developer agreements). <br /> <br />It is anticipated that the adopted Five-Year Capital Improvements Program (CIP) for <br />fiscal years 2006-2010 will include funding for roadway needed improvements <br />(pedestrian and vehicular). The CIP is updated annually to reflect priorities and <br />schedules for improvements within the City. <br /> <br />In addressing traffic congestion problems along Collins Avenue and North Bay Road, <br />the City's TCEA has achieved the purpose for which it was created; it has encouraged <br />urban redevelopment (of obsolete commercial and beachfront property) counteracting <br />urban sprawl, successfully increased access to transit, implemented pedestrian and <br />bicycle improvements, encouraged public access to parks and open space, and it has <br />not negatively impacted hurricane evacuation times-the time required to safely clear <br />the roadways in and from areas subject to coastal flooding. In addition, no record was <br />found to determine detrimental impacts on air quality that would have resulted from <br />implementation of the TCEA.
