<br />Discuss whether there have been changes in circumstances that were not anticipated. <br />Discuss whether these changes resulted in either problems or opportunities for the <br />community. Identify actions, including plan amendments that are needed to address the <br />issue. <br /> <br />The City should continue to work closely with Miami-Dade Transit and investigate ways <br />to make transit services more available and convenient for more residents and workers <br />in the City. Measuring the modal split annually would work toward assessing transit <br />ridership and corridor capacity. <br /> <br />The 2000 Plan determined that there was sufficient roadway capacity within the City to <br />serve existing and future growth. However, as mentioned earlier, due to changing <br />demographics, intense redevelopment and overall regional traffic increase, the City may <br />want to revaluate this issue further. A Transportation Needs Report should be <br />performed, including origin/destination trips and identification of short and long term <br />range vehicular, transit, pedestrian, and bicycle improvements. Other activities and <br />actions that the City may want to include in the transportation needs report are travel <br />forecasting on Collins Avenue and North Bay Road, evaluation of the transportation <br />impacts of future redevelopment, including the potential impact on air quality. Setting <br />forth specific targets on transit usage and marketing would also be useful in determining <br />overall performance. <br /> <br />Finally, in terms of parking location, inventory and management, the City should <br />continue to analyze the changing market requirements and demand which may result in <br />amendments to the Infrastructure Element and Transportation Element as well as land <br />use controls.
