<br />For each individual or city nominated, nominators must
<br />return the enclosed nomination form, a 1 ,200-word or less
<br />narrative, and up to 10 pages of supportive information by
<br />August 18, 2006. Each nomination submitted to the League
<br />must be voted on by the city council/commission and pass
<br />with a majority vote, and be certified by the city clerk (see
<br />nomination form).
<br />Award nominations are limited to city, town or village
<br />governments that are members of the Florida League of
<br />Cities and their officials, employees and residents.
<br />
<br />Judging
<br />
<br />There is a two-tiered judging process.
<br />First, members of Leadership Florida and professional as-
<br />sociations will determine award finalists. The Florida League
<br />of Cities Executive Committee and past League officers will
<br />determine the winners.
<br />Judging will be based entirely on the written#entry and
<br />supportive information. Nominators/nominees are asked
<br />not to contact the judges directly,
<br />
<br />Ilnnouncement of Winners
<br />
<br />Finalists will be announced in early October. Winners will
<br />be announced at an Awards Banquet on November 17,
<br />2006, at the Hyatt Regency Orlando International Airport
<br />Hotel. All nominees are invited to attend the banquet.
<br />Following the announcement of finalists in early October,
<br />all finalists will be asked to send a color photograph
<br />(either hard copy or digital), along with a 25 word or less
<br />summary of the narrative. This information will be used in
<br />League publications and during the awards banquet.
<br />In addition, finalists in the Mayor of the Year and Florida
<br />City of Excellence Award categories will submit a video
<br />presentation that will be featured at the awards ceremony.
<br />Winners will:
<br />· receive a beautiful "MUNI" award;
<br />· be spotlighted in the banquet award program;
<br />· be featured in a brief presentation shown during
<br />the awards program; and
<br />· be featured in the League's magazine, Quality Cities,
<br />and Web site, www.flcities.com. and be featured in
<br />articles in statewide publications (through press
<br />announcements).

<br />League of Cities by August 18, 2006, Please include ad-
<br />ditional supportive materials, such as newspaper clippings,
<br />photographs, letters from constituents, or other items that
<br />help document ihe program or person being nominated, No
<br />more than 10 pages (on 8-1/2" x 11" paper, one-sided) of
<br />supportive material can be accepted. Please do not staple
<br />nomination packets or use presentation folders.
<br />In addition, please do not include videotapes, DVDs, CDs
<br />or PowerPoint presentations.
<br />
<br />Florida Citv of Excellence Award
<br />
<br />The Florida City of Excellence Award recognizes overall
<br />excellence in a city government. Nominations for the award
<br />must be made by a majority vote of the nominated city's
<br />council/ comm ission,
<br />In the narrative and supportive materials, show how the
<br />nominated city excelled in:
<br />· Governance/Administration - efficiency; effective-
<br />ness; performance measures
<br />· City Leadership - a collaborative and collegial team
<br />· Intergovernmental Cooperation - partnerships and
<br />joint programs
<br />· Citizen Outreach and Involvement - a sense of "city-
<br />hood" among all parts of the city; opportunities and
<br />encouragement for citizen participation
<br />· Technology - implementing tools to aid employees
<br />and citizens
<br />· Innovative Programs and Services - reflecting the
<br />goals and overall mission
<br />· Fiscal Management - accountability; effective commu-
<br />nication of the city's financial condition
<br />
<br />City Spirit Award
<br />
<br />The City Spirit Award will be given to a city for a specific,
<br />single, citywide effort to successfully address a local need.
<br />The programs nominated must have been in effect for a
<br />minimum of one full year.
<br />Nominations for the City Spirit Award must be made by a
<br />majority vote of the nominated city's council/commission.
<br />In the narrative and supportive materials, describe the
<br />project in detail and show how it was:
<br />· Timely - Why was the project needed?
<br />· Innovative - Is it a new program or an older program
<br />presented in a new and exciting way?
<br />· Effective - How did the program positively affect
<br />your municipal residents, pull citizens together,
