<br />6.2.3 COUNTY TRANSPORTATION PROGRAMS <br />The 2000 Legislature has created two county incentive programs: <br />(1) County Incentive Grant Program for the purpose of providing grants to <br />counties. to improve a transportation facility which is located on the State <br />Highway System or which relieves traffic congestion on the State Highwav <br />System. (Section 339.2817. Florida Statutes) <br />(2) Small County Outreach Program was created to assist small county <br />governments in resurfacing or reconstructing county roads or in constructing <br />capacity or safety improvements to county roads. (Section 339.2818, Florida <br />Statutes) <br />6.2.3.1 County Incentive Grant Program <br />The County Incentive Grant Program has been created for the purpose of <br />providing grants to counties, to improve a transportation facility including transit <br />which is located on the State Highway System or which relieves traffic <br />congestion on the State Highway System per section 339.2817, Florida Statutes. <br />Each eligible project must be consistent to the maximum extent feasible with the <br />Florida Transportation Plan, Metropolitan Planning Organization Plan where <br />applicable, and any appropriate local government comprehensive plan. Counties <br />may submit projects that are not in the MPO LRTP or local government <br />comprehensive plan; however, if selected, the projects must be amended into <br />these plans within six months. <br /> <br />The Department must consider. but is not limited to. the following criteria <br />for evaluation of projects for County Incentive Grant Program assistance: <br /> <br />(a) The extent to which the project will encourage. enhance. or create <br />economic benefits: <br />(b) The likelihood that assistance would enable the project to proceed at an <br />earlier date than the project could otherwise proceed: <br />(c) The extent to which assistance would foster innovative public-private <br />partnerships and attract private debt or equity investment: <br />(d) The extent to which the project uses new technologies. including <br />intelligent transportation systems. which enhance the efficiency of the <br />project: <br />(e) The extent to which the project helps to maintain or protect the <br />environment: and <br />(ft The extent to which the project includes transportation benefits for <br />improving intermodalism and safety. <br /> <br />The percentage of matching funds provided from the County Incentive Grant <br />Program to the eligible county will be based on the following: <br />(a) For projects on the Florida Intrastate Highway System the Department shall <br />provide 60% of project costs. <br />(b) For projects on the state highway system the Department shall provide 50% <br />of project costs. <br />
