<br />(c) For local projects, which are demonstrated to relieve traffic congestion on the <br />state highway system the Department shall provide 35% of project costs. <br />For projects in fiscal year 2005/2006 and out, the Department shall provide 50 <br />percent of eligible costs for eligible projects. If a project in fiscal year 2005/2006 <br />has an executed JPA prior to July 1, 2005, the percentage of match requirement <br />as stated in the JPA may be grandfathered under s. 339.2817, F.S. <br />In-kind services or R/W that comprise integral parts of the project and contribute <br />to its ultimate completion may be used as all or part of the local matching funds. <br />A detailed report of the costs incurred as recorded in the cost accounting system <br />must be provided to the District to substantiate the amount of in-kind services <br />costs to be used as the county's share of participation. The county will be subject <br />to a random audit of supporting documentation of costs as contained in the detail <br />report. The RNV will be valued at the purchase cost substantiated to the District <br />from the county. <br />At the discretion of the District Secretary of the District involved, the Department <br />may agree to participate in cost overruns on a project subject to availability of <br />funds. However, the county is ultimately responsible for all cost overruns. <br />A municipality may apply to the county in which the municipality is located for <br />consideration by the county for funding under this section of any project or <br />project phase of a transportation facility which is located on the state highway <br />system or which is demonstrated to relieve congestion on the state highway <br />system. The county must evaluate all municipal applications. If a municipality's <br />proposed project is rejected by the county for funding or if the county's proposed <br />project adversely affects a municipality within the county, the municipality may <br />request mediation to resolve any concerns of the municipality and the county. <br />Application for Assistance: <br />A county shall submit a separate letter of application for each eligible project for <br />which state matching funds are requested. Applications are to be submitted to <br />the District Office for the county in which the project is located. <br /> <br />The letter of application shall include, but not be limited to the followinQ <br />information: <br />(1) Name and address of applicant. <br />(2) A complete description of the project, with proiect location map, and <br />detailed description of the purpose of the project for improvinQ traffic flow <br />and reducinQ traffic conQestion on the state hiQhway system. <br />(3) Identification of whether the proiect is in the Department's Five Year <br />Work ProQram and if so, provide the work proQram item number. <br />(4) Certification from the chief fiscal officer of the county that sufficient <br />matchina funds are available. <br />(5) Details of which project phases are included in the request for matchinQ <br />funds, an accountinQ of the current staQe of proiect development and a <br />schedule of future proiect development. <br />(6) An accountinQ of expenditures to date for each project phase and a <br />current cost estimate for each project phase. <br />
