<br />(7) Certification that the proiect is consistent with the Florida <br />Transportation Plan, the Comprehensive Plan of the Metropolitan Planning <br />Organization where applicable and any local government comprehensive <br />plan. <br />(8) If the project is not located on the state highway system, a justification <br />report detailing how the project will alleviate the need for construction or <br />improvements to the state highway system by reducing traffic congestion, <br />and Quantitatively estimate the improved through traffic capacity and/or <br />increased level of service afforded the affected state highway. <br />(9) Any other relevant information necessary to assure compliance with the <br />eligibility requirements and to meet the ranking criteria. <br />(10) Signature of the chief fiscal officer of the county making the <br />application. <br />The letter of application shall be signed by the chief fiscal officer of each <br />county making such application. <br />Within 20 days of receipt of the application, the District shall review the <br />application and notify the applicant in writing of any apparent errors or <br />omissions and request any additional information that is needed to <br />properly assess the applications. The applicant shall submit in writing the <br />corrected or additional information within 20 days of receipt of the request. <br />The failure of an applicant to timely submit the requested additional <br />information may affect the ranking of the project. <br /> <br />Project Selection & Ranking <br />Projects to be included in this program are selected in order of rank from the <br />most recent District rank-order listing to the extent that adequate funds are made <br />available by appropriation. Projects selected shall be made part of the Adopted <br />Work Program and shall be adopted in accordance with section 339.135 (5) and <br />(7), Florida Statutes. <br />It is the intent that candidate projects be evaluated and ranked in a consistent <br />manner through the use of set criteria or analytical studies developed by the <br />District. Each District may determine individual emphasis areas and assign <br />added weight to candidate projects that fit these areas. <br />Project Agreements <br />Subsequent to the District's selection of a project for inclusion in the County <br />Incentive Grant Program, a joint participation project agreement (JPA) must be <br />executed. Standard boilerplate language has been developed and is available <br />from the Office of Policy Planning. Districts shall use the standard boilerplate JPA <br />for the County Incentive Grant Program. Any changes to the financial provisions <br />in this agreement (Section 3 Compensation and Payment) must be approved by <br />the Office of Comptroller. <br />(1) Prior to executing the agreement the project must be authorized by resolution <br />of the local governing body and availability of project funding must be certified by <br />signature of the chief fiscal officer of the county. <br />
