<br />" , <br /> <br />A, John Szerlag <br />January 30, 2008 <br />Page 2 <br /> <br />Please know that the pay levels shown above are calibrated on a net pay basis which factors in <br />base salary, shift differential, longevity, and COLA. Further, we also took into consideration <br />employee deduction for insurance, and retirement. The result of what we wanted to achieve <br />would be an indication of someone's take-home pay in comparison to other communities. As a <br />point of information, Sunny Isles Beach does not have shift differential, we do not have <br />longevity, and we do not have COLA. However, we also don't have a deduction for retirement <br />benefits which compares favorably to other cities. So, by taking all of this into account, we're <br />still low based on the comparable cities of Aventura, Surfside, Bal Harbour, and Hallandale <br />Beach. You should also know that in Sunny Isles Beach it currently takes 7 years to achieve the <br />maXImum pay. <br /> <br />As you may recall, we eliminated 6 sworn personnel from the fiscal year 2007/08 budget. In <br />addition to that, we are currently down another 6 sworn officer positions which we are now <br />attempting to fill. And in terms of retaining and attracting high-quality personnel, I think it's <br />important not only to achieve parity with surrounding communities, but to be compared <br />favorably. As such, I propose that we pay Police Officers and Sergeants to the 75th percentile. I <br />also believe we should re-examine our pay policy every two years so as to maintain a <br />competitive edge. Given this, the annual aggregate increase in payroll for our budgeted 35 Police <br />Officers and 9 Sergeants comes to approximately $483,000. <br /> <br />It's going to take a budget amendment from the general fund balance to affect this <br />recommendation. However, the amount of the amendment for Fiscal Year 2007/08 is $282,000 <br />because retroactivity is not applicable. <br /> <br />Recommendation for salary increase of Captains <br /> <br />Sergeants supervise Patrol Officers; and Captains supervise Sergeants. Police Officers and <br />Sergeants get over-time; Captains don't, although they work a lot of it. In addition, Captains in <br />Sunny Isles Beach are one rank below Chief, and thus also function in the capacity of Assistant <br />Chief. And using the same communities to draw a pay comparison, our Captains are also <br />underpaid.
