John Szerlag <br />January 30, 2008 <br />Page 3 <br /> <br />The mechanics of this recommendation <br /> <br />Pay increases for Patrol Officer, Sergeant, and Captain will take effect the first pay period in <br />March, with no retroactivity involved. The pay plan will be calibrated to reflect 8 steps for Patrol <br />Officer which means it takes 7 years to reach the maximum pay. However, I'm proposing that <br />we reduce the number of steps for Sergeant from 8 to 6 so that instead of taking 7 years to reach <br />maximum pay, it takes 5 years. Once Police Officers and Sergeants are maxed out on the pay <br />scale, they will receive a lump sum payment equivalent to the same percentage increase that the <br />City Manager secures for general employees as authorized by the budgetary process. This lump <br />sum payment will not be included to base salary. (See attached). <br /> <br />There is no step plan for Captains as they are exempt management personnel, and their pay is <br />dependent upon the Chiefs evaluation of their performance as well as budgetary considerations. <br /> <br />Fact finding methodology <br /> <br />Using an "interest based" approach to address this issue, I developed a joint committee <br />consisting of management and sworn personnel to develop a unified list of comparable cities and <br />a singular interpretation of pay/benefit data.
