This highly organized team will have the ability to interact with the Cityof Sunny Isles Beach
staff on your terms. Our team of consultants have the skills necessary to manage the City of
Sunny Isles Beach in a thorough, disciplined manner. This team approach is how we currently
handle all large accounts within our firm.

SECTION IV

Preliminary Benefits Analysis

This is only a preliminary review based on the information we were provided by the City of
Sunny Isles Beach and a full analysis will happen after we begin our relationship.

Medical Benefits

The City of Sunny Isles Beach offers full time employees a triple option of United and
Neighborhood Health Partnership plans.

Prescription Benefits

The City of Sunny Isles Beach offers a prescription drug benefit for those who participate in the
medical program.

Current Benefits Analysis - Strategic Considerations

In examining these trends and your current benefits package, the Brown & Brown Benefit
Consultants would like to assist the City of Sunny Isles Beach in examining the following
alternatives.

· Investigate alternatives vendors that would offer the same level of benefits at a reduced
cost.

· Explore design changes that would have minimal impact on employees, but would
generate savings and discourage over-utilization.

· Investigate carving-out certain components of the medical and/or prescription programs,
possibly on a self-funded basis, to investigate arbitrage situations that generate reduced
costs.

· Investigate alternatives and additional benefits outside of the medical programs that
would add choice and flexibility to the programs, so that the needs of a diverse employee
population are more adequately met.

· Enhance the communications that employees receive from the City of Sunny Isles Beach
regarding their benefit plans.

7
