1. Technical Competence

Metric Engineering, Inc. was founded in 1976 on the principle
of providing personalized, top quality consulting engineering
services to its clients, large and small. With our corporate
headquarters located in Miami, Metric, like so many residents
of South Florida, was severely impacted by the devastation
brought on by Hurricane Andrew in 1992. The firm wasted no
time in rebuilding and aiding the citizens of South Florida to
return to normalcy, providing comprehensive emergency
debris management services to its governmental clients.
Since then, Metric has provided emergency management on
storms such as Hurricane Andrew, Opal, Dennis, Ivan, and
Wilma.

Our services have included post storm debris monitoring,
damage assessment, hazardous site remediation, canal
dredging, contractor payment processing, geographic
information systems programming, documentation for project
worksheets, public information campaigns, signal and sign
inventories and construction inspection services. Metric has
also worked closely with FEMA, FDEM, and FHWA officials in
the determination of debris eligibility, documentation
requirements, project worksheet development and load ticket
requirements. This has resulted in smoother operations and
maximum reimbursement for our clients. To this day, our
clients have been reimbursed 100% of funds applied for.
In addition to our vast experience in Florida, Metric has
extended its strength by teaming with iParametrics, LLC. As
Metric's subconsultant, iParametrics will provide additional
resources in planning, management, and supervisory
personnel, along with a staff skilled in all facets of disaster
planning, recovery, and mitigation. iParametrics is recognized as a leader in disaster management and
recovery, having mobilized their emergency management cadre to fifteen states and two U.S. territories
in response to natural and man-made disasters including floods, hurricanes, super typhoons,
tornadoes, wildfires, mudslides, ice storms, earthquakes, and acts of terrorism. In particular, the firm
facilitates Debris Management Plan training, workshops, long-term support, and debris plan
review for pilot program compliance to municipalities on FEMA's behalf.

With our combined experience, the Metric team is the best qualified, and very importantly, local firm, to
provide a comprehensive Emergency Debris Disposal Management Solution for the City of Sunny Isles
Beach.

Below are just some of the areas in which Metric has demonstrated its skills and knowledge in
Emergency Management:

Planning: Pre-Storm planning has included debris volume calculations, FEMA's Hazus modeling,
transportation studies for evacuation routes, GIS mapping, vulnerability assessments, maintenance of
traffic (MOT) plans and hazardous material site identification. Post-Storm planning has included the
development of remediation plans.

Operations: Metric's experience over the past 31 years in construction management as well as debris
removal operations has made us very familiar with contractor operations and management. In addition
to truck scheduling, truck certification, work balancing, and safety, Metric understands how to run
operations smoothly in partnership with the contractors. We have been so successful at this for our
clients, that Metric Engineering is ranked in the top 50 construction management firms in the nation by
