Our professional staff routinely manages <br />contracts and projects at the federal, state, and local levels whose values exceed 1 billion dollars <br />annually. In relation to debris removal operations, Metric has been responsible for contract <br />management for the debris haulers. This includes Equal Employment Opportunity Compliance (EEOC) <br />and safety compliance. Metric's staff has been responsible for the drafting of such contracts, especially <br />where federal participation has been involved, during their previous employment at various state <br />agencies. We are intimately aware of FEMA and FHWA guidelines regarding debris removal contracts, <br />such as when time and materials contracts mayor may not be used for federal reimbursement <br />purposes. <br /> <br />Mon;toring: During the 2004 and 2005 record storm season, Metric managed over $100 million dollars <br />in emergency debris removal contracts for the Florida Department of Transportation that included <br />extensive coordination with FHWA, FEMA and various local governments. Because of this experience, <br />we understand first-hand the critical issues to clearing and removing debris in a quick and efficient <br />manner, ensuring public safety, and restoring normalcy to our citizens, while adhering to federal <br />guidelines to ensure maximum reimbursement from participating federal agencies. Over 100 of our full <br />time employees have significant and recent hurricane debris removal experience including not only <br />inspection, but also invoice processing and federal guidelines. <br /> <br />Accounting Systems: Metric Engineering has a full staff of accounting personnel with the relevant <br />experience in federal reimbursement policies and debris removal operations. With the 2004/2005 <br />season, Metric developed its own accounting system and software application to expedite the <br />reconciliation of contractor's invoices and processing of load tickets. This is part of the Metric <br />Automated Debris Management Solution™ (ADMSTM), the first and only electronic load ticketing system <br />for debris removal operations that is immediately available. In addition, Metric follows FEMA's <br />accounting work breakdown structure (WBS) in order to facilitate reimbursement from Federal <br />agencies. <br /> <br />Project Manager: Currently serving as Metric's Director of Emergency <br />Management, Mr. Frank Day, P.E., a 33-year veteran of the Florida <br />Department of Transportation, will serve as Project Manager overseeing all <br />coordination and communication with the City. Mr. Day is a registered <br />Professional Engineer in the state of Florida and has held numerous positions <br />of increasing responsibility during his tenure with the FDOT. In his most recent <br />capacity with the Department, Mr. Day served as the Emergency Management <br />Coordinating Officer, and was responsible for preparedness, response, and <br />recovery for all hazard events, including the FEMA Public Assistance Program, <br />FHWA Emergency Relief Program, Continuity of Operation Planning (COOP), <br />Pandemic Flu Planning, Catastrophic Planning, National Incident Management <br />System (NIMS) Compliance, Interagency Special Needs Sheltering Planning, and Hazard Mitigation <br />Planning. <br /> <br />Mr. Day has successfully led the Department through 8 major hurricane events and well over 1 billion <br />dollars in storm related recovery. Similarly, Mr. Day will remain on the job and easily accessible to the <br />City at all times during the operational phases of any debris collection and disposal project. <br /> <br />Under his leadership, Mr. Day will ensure that the Metric team provides all the services necessary to <br />successfully manage the City's Emergency Debris Disposal Management contract, including guiding the <br />team in the preparation and approval of the City's Debris Management Plan, securing qualified debris <br />haulers for disposal work, and managing the overall monitoring of debris contractors during an event. <br /> <br /> <br />Page 3 <br />
