It allows for the almost <br />instantaneous processing of load tickets, ensures that all necessary <br />fields are complete, and allows for near real time reporting. <br />Although tickets are issued electronically, paper tickets along with <br />signatures are also provided for record keeping purposes. <br /> <br />c,_.."""3::;:'':'';;:::::::'''':'':: ._.:::"_:~:_.:::"- :'3-"-'__ ~~;~ The data will be <br />processed through <br />the Mobile Command <br />Center (described below) or one of our several offices, <br />and then downloaded to our servers and processed <br />through our enterprise GIS system. The information is <br />then displayed graphically and disseminated via our <br />customized web-interface. With the click of a button, the <br />City will be able to visualize disposal site status, <br />cumulative debris hauled, staging areas, and know when <br />contractors have gone through an area, etc., by simply <br />viewing the map and/or generating customized reports. <br />This map can also be made available outside the <br />Emergency Operations Center with an Internet connection and authorized access rights. <br /> <br />Costs for using this system are usually offset by the reduction of data entry clerks needed to input <br />thousands of tickets on a daily basis. In addition, these costs are reimbursable by FEMA and FHWA. <br /> <br />One significant issue that affects various agencies during debris disposal operations is the potential for <br />contractor fraud, the processing of illegible loads, and the entering of incorrect data from the field. With <br />Metric's ADMSTM, these problems are virtually eliminated. There is less room for error since there are <br />no hand-written tickets, and with the use of Smart Card technology, our electronic system of checks and <br />balances prevents the entering of fraudulent tickets or "double loading". <br /> <br />Part of our first response is to deploy our 100% self-contained <br />Mobile Command Center (MCC), which is designed to function <br />in post-disaster critical conditions where electricity and <br />communications systems may be limited or unavailable. The <br />MCC is powered by a 12kw Onan Quiet Generator and has a <br />100-gallon fuel capacity and a 50-gallon reserve tank. The <br />MCC has sufficient fuel for 200 hours of continuous operation, <br />is equipped with 5 work stations, 3 Dell Servers (GIS, <br />Communications, Data) a Hewlett-Packard plotter, fax <br />machine, VOIP telephone system, satellite communications system, internet connection, air <br />conditioning, and a projection system which displays through a Holoscreen, allowing for the briefing of <br />up to 50 people outside the Command unit. <br /> <br />The Metric team will provide the City with a full service debris monitoring staff, including collection and <br />disposal site monitors, as well as the administrative staff necessary to successfully complete the debris <br />disposal operation. Metric maintains a database of over 300 trained monitors and supervisors in <br />addition to our own FULL TIME staff of over 300 professionals statewide. Included in our ranks, are <br />over 200 construction managers and inspectors who provide professional oversight on a variety of <br />projects, ensuring compliance with local, state, and federal guidelines. In addition, Metric has <br />agreements with local staffing agencies to add an additional 2,000 monitors if necessary. <br /> <br />One of Metric's goals as members of the community is to put displaced workers from the local area <br />back to work. Our policy is to also hire and train field monitoring staff from the local affected areas. <br /> <br /> <br /> <br />Page 6 <br />
