This Scope has <br />been reviewed by numerous FEMA experts and approved by the Federal Highway Administration for <br />first pass debris removal on Federal Aid roads. <br /> <br />Mr. Frank Day, P.E., Project Manager, coordinated the development of this Scope when he served as <br />the Statewide Emergency Management Coordinating Officer for the Florida Department of <br />Transportation and oversaw the reimbursement of approximately 2 billion dollars in federal <br />reimbursement. The contractual language has steadily been revised to reflect the findings of numerous <br />federal audits and changes to federal policies. <br /> <br />The Metric team will coordinate development of the RFP for Debris Removal and Disposal with the City <br />of Sunny Isles Beach to ensure compatibility with the FEMA approved Debris Management Plan. We <br />will also recommend aggressive contractor performance expectations, reflecting the need of residents <br />to experience a return to a sense of normalcy and expedite the economic recovery of the area. <br /> <br />Our team will ensure that any contract for Debris Removal and Disposal contains the following <br />provisions: <br /> <br />RFP GUIDEliNES <br /> <br />All payment provisions must be based on unit prices. <br />No payments may be based on time and material costs unless limited to work performed during the first <br />70 hours of actual work following a disaster event. <br />Payment will be made only for debris that FEMA determines eligible, referencing FEMA regulations and <br />Public Assistance fides and fact sheets. <br />An invoice provision requiring contractors to submit invoices regularly and for no more than 30-day <br />periods. <br />A "Termination for Convenience" clause allowing contract termination at any time, for any reason. <br />A reasonable limit on the period of performance for the work to be done. <br />A subcontract plan including a clear description of the percentage of the work the contractor may <br />subcontract out, and limiting use of subcontractors to only those the City approves. <br />The preference that the contractor use mechanical equipment to load and reasonably compact debris <br />into the trucks and trailers. <br />The requirement that the contractor provide a safe working environment, including properly <br />constructed monitoring towers. <br />Option of a unit price for extracting from ground and removing FEMA-eligible stumps (only for stumps <br />with diameters larger than 24 inches, measured 24 inches above the ground, and with 50'10 or more of <br />the root ball exposed), or including all stumps in the unit price. <br />Requirements that all contract amendments and modifications be in writing. <br />>- Requirement that contractor obtains adequate payment and performance bonds and insurance coverage. <br /> <br />,. <br /> <br />,. <br /> <br />,. <br /> <br />,. <br /> <br />,. <br /> <br />,. <br /> <br />,. <br /> <br />, <br />, <br /> <br />,. <br /> <br />, <br />, <br /> <br />, <br /> <br />The Metric team will supply this Request for Proposals to all potential debris haulers, review the <br />submittals received, and make a recommendation to the City for awarding a contract. Based on our <br />previous dealings with debris contractors, we will ensure that the City selects the most qualified service <br />provider for any debris removal project. <br /> <br />Debris Removal Management Services <br /> <br />In accord with the City's FEMA approved Debris Management Plan, the Metric team will provide the <br />necessary staff, on site and in satellite locations, equipment, training, and all other necessary items to <br />provide the City complete management of emergency generated debris removal and disposal. <br /> <br />Metric Engineering, Inc. processed over 100,000 paper tickets during the 2004/2005 Hurricane Season. <br />This was unquestionably a very tedious process. However, Metric used the experience gained during <br />the season to develop a system that would make the overall debris collection process more efficient. <br />This evolved into Metric's Automated Debris Management Solution™ (ADMSTM). <br /> <br />Page 5 <br />
