B86Ch <br />Offic& ollhe Cl Clerk <br /> <br /> <br />Introduction <br />RAS Construction is a Florida Corporation one hundred percent minority owned <br />and operated. In addition, it is a Disadvantaged Business Enterprise with an <br />excellent reputation. The leaders are individuals that have specialized in disaster <br />recovery since 1992. The RAS Team is prepared to commit all of its resources in <br />the event of a natural disaster. Their experience and effort to make the difference <br />have been proven and recognized. Be certain that the RAS Team will work <br />together with the City of Sunny Isles Beach to get the Emergency Debris Disposal <br />Program working quickly and efficiently. <br /> <br />1. TECHNICAL COMPETENCE <br /> <br />a. The project team's overall technical competency. <br />The RAS Team is knowledgeable and can assist in providing the necessary <br />information to run a satisfactory operation. RAS understands the relationship <br />between local governments and the Federal Emergency Management <br />Administration (FEMA), when responding to a disaster situation and strictly <br />manages their clean up operations so that all FEMA requirements are met. <br />Furthermore, RAS has grown in this particular line of work by starting from the <br />bottom and working up the ladder of success. The RAS team can remove an <br />average of3,500 cubic yards of debris daily from the public right of way due to <br />their efforts and experience. <br /> <br />b. The project manager's specific technical competency. <br />Mr. Pedro Pelaez, President ofRAS, has been involved in emergency disaster <br />services since 1992. Mr. Pelaez has an impressive back round when it comes to <br />debris removal. His managerial skills and ideas were excersized in many <br />occassions. For example, after Hurricane Andrew he operated temporary disposal <br />sites where an estimated 2 million cubic yards of debris was reduced by burning. <br />A combination of 5 underground and above ground air curtain burners plus 5 <br />chipping operations were used. Mr. Pelaez simultaneously managed a construction <br />debris seperation site and oversaw the demolition and cleanup of devestated <br />homes condemned by building officials. Several of the government officials <br />served by Mr. Pelaez recognized the excellence of his service with letter of <br />appreciation and commendation. (See Attached) <br />
