<br />2. PROJECT UNDERSTANDING AND APPROACH <br /> <br />a. The firm's thorough understanding of the scope of work. <br />In order to accomplish the scope of work RAS will use its resources to get the job <br />done. This will include dump trucks, equipment, and personnel. The plan of action <br />is for RAS to conduct and/or monitor partners, affiliates, subcontractors and <br />personnel in order to maximize productivity in the debris disposal operation. The <br />RAS Team is also familiar with the FEMA bureaucratic process which can be a <br />guidance of intangible benefit. <br /> <br />b. The firms identification of any significant projects issues. <br />A signi ficant issue RAS has in question is the disposal site location. There are <br />limited locations near Sunny Isles Beach where debris can be stored and <br />destroyed. This is a unique situation because if the debris must be hauled to the <br />Cities of Miami or Doral it will cause for the debris removal process to be <br />extended and more expensive. A possible solution for the City of Sunny Isles <br />Beach may be to consider using Southern Waste Systems located in Dania as a <br />disposal site. This location is convenient due to the traffic issues in Miami and the <br />overall interest of the City of Sunny Isles Beach. <br /> <br />c. The practicality of the firm's approach. <br />The Ras team stands by the most effective approach, meaning that each situation is <br />different and that there is no standard. In the past, what has given the best results <br />is to have lots of communication, all personnel ready at key locations and <br />consistent monitoring of all aspects of the operation. Still, the RAS team is <br />flexible and open to new ideas or strategies. <br /> <br />3. A V AILABILITY OF STAFF <br /> <br />a. The firm's ability to have staff readily available for the project. <br />In the event of a natural disaster RAS is prepared to dedicate its staff solely to this <br />project. When Hurricane Katrina passed South Florida, almost immediately, the <br />RAS team was in the right of ways cleaning up debris. All of the personnel needed <br />at that particular time was gathered and put to work following the storm. <br />Presently, RAS is providing 60 trucks and 8 crews that are readily available in <br />case of a natural disaster. <br />
