<br />b. The firm's ability to keep staff readily available for the project. <br />If a natural disaster should occur the principles ofRAS are available 24 hours a <br />day and 7 days a week. The RAS team will definitely have a representative <br />available to discuss the project on site at anytime. Communication is key at the <br />time of such project. After Hurricane Andrew the staff worked on the Emergency <br />Debris disposal project for approximately six months. In the efforts of a quick <br />cleanup and efficient process the RAS team does not combine any other projects <br />with the emergency debris removal project. <br /> <br />4. EXPERIENCE WITH FEMA REQUIREMENTS <br /> <br />a. The firm's familiarity/experience with all FEMA requirements. <br />The RAS team is familiar with the FEMA process both on a public and private <br />perspective. Also, RAS has the ability to enhance their team with former <br />professional public administrators, like former fire chief from Miami Beach and <br />the former Assistant City Manager from the City of Miami, who guided South <br />Florida's cleanup efforts after Hurricane Andrew and learned the FEMA process <br />intimately well through these responsibilities. Their public sector expertise can <br />also be put at the disposal of the City of Sunny Isles Beach. <br /> <br />Tracking the day to day operation is imperative for the collection of funds. Below <br />are the requirements and/or tracking systems that must be implemented in order <br />receive funds for eligible work. <br /> <br />Dump Trucks <br />Prior to loading debris, dump trucks must be registered. A sticker is placed on the <br />registered dump trucks which display a designated job number, truck number and <br />the maximum amount of cubic yards of debris the truck can haul. When the trucks <br />are loaded the driver receives a ticket from the debris monitor which he must give <br />to the disposal site monitor in order to unload the debris. <br /> <br />Debris Monitor <br />Daily the debris monitor is given a map of the work area that can be cleaned up. <br />The monitor must highlight the streets they work on each day. Every time a truck <br />is loaded with debris and properly covered (for safety reasons) a ticket is issued by <br />the monitor. <br /> <br />J <br />
