Verification of preliminary recommendations for compliance to City, DERM, HRS, FDOT, <br />FDEP, USACE and other agencies' requirements will be done during this early stage of the design <br />process. A meeting with any permitting agencies will be requested to clarify any drainage or other <br />environmental issues. A coordination meeting will take place with utility companies owning facilities <br />within the project limits. Our goal at this early phase is to have all relevant design issues explored <br />and our approach established. <br /> <br />Plan Submittals: The phased plan submittals will include: <br /> <br />. Preliminarv Desiqn Enqineerinq and Report: Project Design Report, Conceptual Drainage <br />Report, initial landscape and roadway plans, summary of field review, updated construction cost <br />estimates, and CAD files in proper format. <br />. Final Desiqn Enqineerinq: Project final plans, specification package, utility <br />agreements/certifications, detailed engineer's estimate of construction cost, QAlQC review set <br />with response to comments and permit application submittals, and final field review. <br />. Final Bid Packaqe: Final plans and specifications, bid package and documentation, and CAD <br />files in proper format. <br /> <br />The Berger Avart Team will also provide Construction Administration Services for the City, including a <br />response to the RFI, review of change orders, on-site inspection and preparing inspection reports with <br />photo logs, project as-builts and project close-out. We will provide our professional services for the City <br />of Sunny Isles Beach from initiation to construction completion. <br /> <br />2b. <br /> <br />The Firm's Identification of Significant Project Issues <br /> <br />Collins Avenue (A1A) is an FDOT Roadway so we are very limited as to what we can do. There are <br />many beach accesses throughout Collins Avenue at the east side. The existing median is very hard to <br />move, widen or enhance. We will follow the City's direction to enhance the east side and west side of <br />Collins Avenue. The City has approved and adopted an Ordinance to acquire a 10-foot wide easement <br />on both sides of Collins Avenue throughout the project corridor. Utilizing these easements, we will <br />propose to widen the sidewalks, create a landscape buffer between the streets and the roadside <br />properties. We will develop special signage with identification of the City's images. The proposed <br />landscape improvements along the project corridor will require intense coordination with the FDOT <br />Permit office. The most important stakeholders are the property owners on both sides of Collins <br />Avenue. As representative of the City, we will spearhead the effort to work with the property owner, and <br />convince them that the proposed features will beautify the street, enhance the appearance of their <br />properties and help their businesses. <br /> <br />New lighting will be proposed, with identical features as the ones in North Bay Road, just south of NE <br />172nd Street. New bus shelters, benches and trash receptacles will be proposed at the bus stop <br />locations to create a welcoming environment for residents and visitors. <br /> <br />The widened sidewalk will have a special weaving pattern, pavers or other patterns, with matching <br />landscape elements. New paver cross walks will be proposed at all the intersections and mid block <br />crossing locations. The main purpose is to create a pedestrian friendly ambience. With the beautified <br />streetscape, it will act as a traffic calming device to slow the through traffic down. <br /> <br />Signing/Wayfinding: This project involves the inventory of existing signage throughout the project limits <br />to establish existing conditions diagrams. The effectiveness of existing signage for both vehicular traffic <br />and pedestrian traffic will be evaluated. Based on the signage inventory and evaluation, a <br /> <br />-6- <br />
