<br />includes the Sunny Isles Beach Government Center and Parking <br />Garage and a below grade 1 ,OOO-car garage for Downtown <br />. Dadeland over which are retail, residential, and park usages. <br />As a resident of nearby Bay Harbor, Nina is also geographically <br />very well suited for this project. Nina's experience with parking <br />garages, projects directly for the City of Sunny Isles Beach and <br />geographic location make her uniquely qualified for this assignment. <br /> <br />Supporting Nina will be Larry Kline (Lead Designer) and Paul <br />Reinarman (Principal in Charge) both of whom also worked on <br />the Sunny Isles Beach Government Center project, winner of <br />multiple design awards including one from the American Institute <br />of Architects. This is the same "Core Team" that has worked on <br />numerous municipal projects together as a tem. Larry and Paul <br />also bring additional experience from a number of other parking <br />garage and municipal projects. No other team will be able <br />to offer the same level of experience and insight as the Spillis <br />Candela DMJM Team. <br /> <br />2. Project Understanding and Approach <br /> <br />a. The firm's thorough understanding of the scope of work <br />More than any other firm, Spillis Candela DMJM is familiar with <br />this project and its scope of work. As is public knowledge, <br />our firm submitted on the previously advertised Heritage Park <br />Garage project and was selected. In conversations with City <br />staff, we suggested that the future Heritage Park be included <br />within the overall scope of the garage project for which we had <br />been selected. Our reasoning was that if the City opted for a <br />. single integrated design team approach, it would benefit the City <br />on several fronts including <br /> <br />. Simplicity of contracting for the City - with one contract, the <br />City can achieve their ultimate goal for this site. . . a new <br />City owned garage located in a new City owned park. With <br />a single integrated project, there will be clearer lines of <br />responsibility and much less potential for finger pointing that <br />would occur if there were separate contracts for each project. <br /> <br />. Clarity of design vision / design intent - the one contract <br />approach better affords a unified clarity of design vision <br />where the garage and park look as if they belong together <br />and were designed with one unified vision in mind. <br /> <br />We anticipate that the first phase work effort will include the <br />development of the Building Program for the garage and a <br />program for the park in terms of the types of uses the community <br />wants to have. We will work with the City in obtaining input from <br />the community through some Community Outreach effort to be <br />mutually developed. Concurrent with this exercise, we begin <br />the Master Planning of the site to determine exactly where the <br />garage will be located and how the park will be laid out. Once <br />the Building Program and Master Plan have been finalized, <br />the Spill is Candela DMJM Team will go through the traditional <br />Architectural/Engineering design process (Schematic Design <br />through Construction Administration) in full collaboration with City <br />Staff and the City Commission. Design concepts for the garage <br />. and park will be developed, refined and ultimately finalized to the <br />complete satisfaction of the City. <br /> <br />b.The firm's identification of any significant project issues <br />Spillis Candela DMJM does not anticipate any major issues <br />that will negatively impact the delivery of this project. Our <br />understanding is that the site is clean and therefore will have <br />no abnormal environmental concerns. The development of a <br />public park is generally looked upon favorably, especially if it is <br />replacing a surface parking lot. There is always the potential <br />for adjacent neighbors to the North to complain that the park <br />will bring unwanted noise and traffic to the community, but this <br />should not be viewed as a serious threat to the project. Perhaps <br />the greatest initial concern we have is the ability for the City <br />and Design Team to come to a consensus with the community <br />in terms of what the exact uses will be included in the park. It <br />is impossible to please all parties and we use our Community <br />Outreach experience in helping the community to come to a <br />consensus as to the usage of the park. <br /> <br />c. The constructability of the firm's approach <br />As an integrated design firm, Spillis Candela DMJM brings <br />our full range of skills and knowledge to bear in any given <br />design process from its inception through construction. We <br />provide multi-disciplinary solutions that integrate the best <br />ideas from all sources and give equal weight to all of the <br />fundamental languages of design. Our approach is to design <br />with construction in mind knowing product, techniques, and cost <br />issues in the market place. Our vast experience gives us the <br />ability to partner with contractors and major subs, and we work <br />through initial costs versus life cycle analysis in early phases of <br />design. Spill is Candela DMJM is an interdisciplinary company <br />which integrates all disciplines who have an equal seat at the <br />beginning, and issues of construction are discussed early <br />on. This process ensures that the final product is a thoughtful <br />and creative reflection of the program and meets the client's <br />ambitions and budget. <br /> <br />3. Experience <br /> <br />a.
