<br />F. Conduct a Secondary Study -- A secondary study is required before drafting any <br />adult use regulations. While there is no required format for secondary studies, <br />municipalities should include secondary impacts, current regulations/zoning, <br />sensitive land uses and legal and regulatory options. <br /> <br />G. Draft and implement regulations -- Based on the secondary study and municipal <br />options for regulation, draft and implement regulations that best suit the character <br />of your municipality and best address municipal concerns. <br /> <br />H. Involve the public -- Involving the public throughout the planning and regulatory <br />process helps build a constituency regarding the issues of concern for the <br />community. When dealing with a potentially controversial issue, involving the <br />public can also help educate the community on all aspects of the issue. <br /> <br />REVIEW OF SECONDARY IMPACTS STUDIES CONDUCTED IN OTHER <br />COMMUNITIES <br /> <br />Since the City of Saratoga Springs does not have any existing adult oriented <br />businesses, the Planning Board could not undertake it's own study of the potential <br />negative secondary impacts that adult use might have. Therefore, the Planning Board <br />relied on existing studies of secondary impacts of adult oriented businesses that were <br />conducted in other communities: <br /> <br />The Planning Board reviewed the following original studies: <br /> <br />1. uSecondary Effects Analysis of Adult Oriented Businesses in the Town of <br />Wilton, New York (1998) <br />2. uSecondary Effects Study of Adult Entertainment Uses" Village of Scotia, <br />New York (1999) <br /> <br />The Village of Scotia report provided a detailed summary of similar studies that had <br />been undertaken in the following communities: <br /> <br />1. Austin, Texas <br />2. EIPaso, Texas <br />3. Newport News, Virginia <br />4. Garden Grove, California <br />5. Islip, New York <br />6. Indianapolis, Indiana: and <br />7. Rochester, New York. <br /> <br />The review of the analysis of studies undertaken in other communities, the Planning <br />Board made the following conclusions: <br /> <br />1. Crime rates are higher in areas of adult uses. <br />2. Sex crimes are higher in areas near adult uses. <br />3. Residential property values are decreased when in clost. proximity to adult uses. <br />4. Physical blight near adult uses. <br />5. Near adult uses residential properties are not well maintained, financial institutions <br />are more hesitant to invest, etc. <br /> <br />6 <br />
