<br />Given this backdrop, a task force comprised of former judges, local government <br /> <br />attorneys, prosecutors, and ethics and government professors was created to study the <br /> <br />state of ethics in Miami-Dade County, paying particular attention to the powers, duties <br /> <br />and responsibilities of the Ethics Commission and the legal standards currently in effect <br /> <br />for our local public servants. The Task Force entitled the Ethics, Integrity and <br /> <br />Accountability Task Force (commonly referred to as the EIA Task Force) began its work <br /> <br />in May 2007 and had a self-imposed initial deadline of the end of the calendar year. In <br /> <br />light of the extensive work undertaken and the work of the Charter Review Task Force, <br /> <br />the EIA Task Force extended the deadline and the report that follows is the result of <br /> <br />much research, discussion and debate. The Task Force held general meetings and also <br /> <br />established subcommittees to look at specific issues. Each of the foregoing <br /> <br />recommendations was put to a vote of the full committee. Some passed unanimously and <br /> <br />others by a simple majority. <br /> <br />The next step in this process is to seek feedback from other stakeholders who did <br /> <br />not directly participate in the work of the task force but will playa vital role in deciding <br /> <br />the eventual outcome of these recommendations. The preliminary recommendations <br /> <br />were presented to the members of the Miami-Dade Commission on Ethics and Public <br /> <br />Trust at two public meetings, February and March of 2008. The Ethics Commission <br /> <br />commended the Task Force for its work and concurred with the recommendations <br /> <br />contained in the report. The recommendations have also been circulated to the Miami- <br /> <br />Dade League of Cities and its membership is likely to react to the recommendations over <br /> <br />the next several months, The provisions were forwarded to the County Attorney's Office <br /> <br />I Miami-Dade County Ordinance 97-105 was adopted by the Board of County Commissioners after the <br />voters approved an independent ethics commission on March 12, 1996.
