Professional
:fJIigifiee-ring Services

2.) Ability to Perform Scope of Services

The KHA team has extensive experience serving municipalities, counties, and governmental agencies. Our talented staff members
offer a wide array of expertise to deliver dependable service with exceptional results. Listed below is an outline of our team's
qualifications to provide specific disciplines identified in the City's Scope of Services. We can provide these services entirely
in-house: traffic engineering; landscape architecture; environmental services; construction management/inspection/
testing; hurricane recovery and debris monitoring services; general design work; structural engineering; preparation of
construction contract plans; public involvement; post design services; and bid administration.

Traffic Engineering

We offer complete traffic engineering services in-house. KHA has completed thousands of traffic engineering and operations projects,
ranging from major area-wide signal systems involving hundreds of intersections to single intersection safety audits, designs,
and analyses. Our firm is a national leader in the assessment of transportation impacts and the development of methodologies to
continuously monitor development-generated traffic. Our traffic engineering staff includes experts in the following areas:

. Signal system design . Accident analysis and testimony
. Intersection design . Pedestrian safety programs
. Signing and pavement marking studies and plans . Access management
. Highway lighting plans . Parking studies and layout
. Travel time and speed studies . Circulation studies
. Safety and operations studies and plans . General traffic engineering consultation

Our experience also includes numerous roadway design projects for which we have been responsible for traffic operations
improvements such as signalization, signing and marking, and intersection design; Governor's highway safety studies; and the
full range of related traffic engineering services that enable us to address any traffic operations situation. The number of critical
intersections in Florida that the firm has evaluated or currently has under contract totals nearly 1,500.

By analyzing and proposing alternative financing arrangements, KHA has assisted numerous local agencies in obtaining funding
subsidies from the private sector for transportation improvement programs. In addition, our transportation planning staff lends a
multi modal perspective to a broad range of transportation planning projects, applying effective and often innovative methods for
ensuring public participation and support.

Additional services that may also be beneficial to the City (depending on the individual project needs) include:

. Long-range transportation planning/modeling
. Site development and development of regional impact reviews
. Environmental data collection and analysis
. Preliminary right-of-way analysis
. Preparation of comprehensive plan amendments

. Level-of-service analyses
. Mapping and graphics production
. Noise data collection and analysis
. Traffic calming
. Bicycle/pedestrian facilities planning and design

Landscape Architecture

As metropolitan areas continue to grow, landscape architecture, urban design, and streetscape design have become integral
components of roadway and transportation system designs and infrastructure improvements in general. Revitalizing commercial
districts, controlling traffic flows, and providing recreational areas and pedestrian and bicycle facilities in increasingly congested
areas are some of the solutions designed by our landscape architects and planners. We provide services in feasibility studies, master
planning, design, permitting, public participation and consensus building, and construction administration. Our landscape architects and
urban planners have extensive public- and private-sector experience, ranging from municipal streetscapes and road area improvements
to multifamily residential developments. Our planners and landscape architects emphasize the development of a pleasing visual
environment, meaningful theme, distinctive image, and strong sense of place, while being sensitive to your budget and long-term
maintenance obligation.

OY3300038.10-0_Sunny Isles Beach Prof Eng Servs.indd

Page 3

~-_n Kimley-Horn
~ U and Associates, Inc.
