BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) <br /> <br />Existing Use: This 121,000 square foot shopping center is traditionally fully leased <br />and produces a strong net operating income. Grocery store anchored retail strip <br />center with a total of 123,355 SF of leasable building area on 13 acres. NOI of <br />$761,000. <br /> <br />Challenge: A portion of the soils and groundwater on the site have been <br />contaminated by dry cleaning chemical releases, tetrachloroethene (PCE) and <br />associated daughter products. Minimal off-site groundwater impacts have been <br />identified on adjacent city-owned lands although they do not pose a threat to the <br />environment or human health. <br /> <br />I Be Sure to Notice <br />· Typical yet complex urban setting <br />· Familiarity in working with Regulatory <br />Agencies (FDEP & Sarosata County) <br />I · Advanced cac understanding <br />· Comigled plumes <br />· Services provided to an active retail <br />center <br />· Innovative remedial action designs <br /> <br />Solution: An aggressive remedial approach of potassium permanganate injection <br />and soil vapor extraction/air sparging was instituted under a Voluntary Cleanup <br />Agreement with the Florida Department of Environmental Protection (FDEP). <br /> <br />Site History: The subject property is situated on the northeast corner of the intersection of Lockwood Ridge Road and 17th <br />Street in Sarasota, Sarasota County, Florida. Three free-standing, one-story buildings totaling approximately 121,335 net <br />rentable square feet occupy the subject site. Building #1 was originally constructed in 1964 with additions in 1978, 1981 and <br />1991. Building #1 contains approximately 104,405 square feet divided into 14 retail units. Building #2 was originally constructed in <br />1964 with one addition in 1981. Building #2 contains approximately 16,530 square feet divided into four retail units. Building #3 <br />was constructed in 1985 and contains one retail unit of 400 square feet. The masonry and steel structures are all built on cast-in- <br />place, reinforced, concrete slabs-on-grade over pier and spread footing foundations. Buildings 1 and 2 contain flat built up and/or <br />membrane roofs while building 3 features asphalt-shingled hip roofs. Approximately 45,500 square feet of the site is landscaped <br />and the remaining 310,305 square feet is parking and driveways. A Mobil gasoline station is situated on the northeast corner of <br />Lockwood Ridge Road and 17th Street, southwest of the subject property on land not included with this transaction. The Century <br />Bank facility was sold and is considered a free-standing structure off-site. The site is supplied municipal water and sewer. <br /> <br />. <br /> <br />The subject property was undeveloped land until 1964 when the shopping center development was initiated. In 1964 the first <br />construction included 42,200 square feet for Building 1 and 3,330 square feet for Building 2. In 1978, a 21,100 square foot <br />addition was completed for Building 1. In 1981,37,215 square feet were added to Building 1 and 13,200 square feet were added <br />to Building 2. Building 3 was constructed in 1985 and contains <br />400 square feet. The last addition to the property occurred in <br />1991 when a 4,000 square foot addition was completed on <br />Building 1. Various national chain and local tenants have <br />occupied space at the site. <br /> <br />The subject property is currently utilized as a strip-mall <br />shopping center with various national chain and local tenants. <br />The national tenants include Winn-Dixie, Blockbuster, Ace <br />Hardware, AutoZone, Subway, Dollar General, and Big Lots. A <br />combination dry cleaner and coin-operated laundry operation <br />is situated on the north end of Building 2. The current tenant <br />has been in operation since 2002; however, the space has <br />been utilized by various other parties with the same type of <br />operations since the beginning of the development. <br /> <br />Environmental Clean Up: The total remediation cost is <br />estimated at $1 ,200,000, and capped through a fixed price <br />contract with SEI. Approximately $890,000 has been incurred <br />to date. The adjoining Mobil service station is currently undergoing active remediation within a State mandated program for a <br />petroleum spill that has migrated onto the subject property. <br /> <br />. <br /> <br /> <br />STANDARD FORM 330 (6/2004) PAGE F-1 <br />
