BRIEF DESCRIPTION OF PROJECT AND RELEVANCE TO THIS CONTRACT (Include scope, size, and cost) <br />I <br /> <br />Shaw serves SFWMD under an Indefinite Quantity Contract (IQC) to perform <br />Environmental Site Assessments and Related Environmental Services of District <br />Lands. This contract covers the 16 counties located within the South Florida Water <br />Management District of central and south Florida. <br /> <br />The primary work involved is the completion of Assessment of Real Property, Phase <br />II Site Assessments, and Ecological Risk Assessments. Randy Youngman acts as <br />Contract Manager and directs his team in performing feasibility studies, prepared <br />remedial cost estimates, developed and executed ecological risk assessments, <br />sampled for asbestos and lead-based paints, and AST/UST management. <br /> <br />Assessment of Real Property <br /> <br />Be Sure to Notice <br />· Large site experience <br />· State client/regulatory familiarity <br />· Phase I and II ESAs <br />· Innovative assessment techniques <br />· Familiarity in working with Regulatory <br />Agencies <br />· Design and use of ERAs <br />· Agency coordination, FDEP, SFWMD, <br />USFWS, etc. <br /> <br />An important and common aspect of this contract was working within very stringent <br />timeframes for determining if a potential property purchase should be completed <br />based upon environmental conditions at the property. To provide the summary reports to the client quickly, Mr. Youngman, as <br />Contract Manager, developed a management approach that blended advanced planning, adaptability, responsiveness and <br />experience in a highly effective manner. <br /> <br />Phase I and/or Phase II Environmental Site Assessments ranged from an 80-acre vegetable farm to a ranch/former farmland <br />consisting of more than 20,000 acres. Shaw personnel also completed a sediment assessment on the western shore of Lake <br />Okeechobee. A majority of our work with the SFWMD has been completed as part of the Comprehensive Everglades Restoration <br />Project (CERP). <br /> <br />The range of tasks associated with these projects included county and local and regulatory records reviews, aerial photography <br />reviews, lead paint surveys, asbestos surveys, building inspections, UST management, removal and remediation, site interviews, <br />natural resource surveys, identification of potential environmental conditions, recommendations, and report production. Upon <br />completion of the Phase I Real Estate Assessment, recommendations are made to the SFWMD to determine the further assessment <br />required at the property. If required, a Phase II Assessment is completed. <br /> <br />The Phase II Assessments included soil, groundwater, sediment and surface water sampling and analysis, lead-based paint <br />sampling, asbestos sampling, data validation, GPS surveying of sample locations, GIS mapping, data management, and reporting. <br /> <br />Randy Youngman completed several Ecological Risk Assessment (ERA) projects at former agricultural properties for the <br />SFWMD. The ERAs were completed in conjunction with and approved by the U.S. Fish and Wildlife Service. <br /> <br />The scope of the ERA included comparison of analytical results to the appropriate state and federal criteria, dose and response <br />research, hazard quotient calculation and the modeling of the response from the appropriate ecological receptor. <br /> <br />Approvals of these ERAs have allowed the SFWMD to utilize the properties for their proposal land use as part of the CERP <br />(surface water treatment areas or surface water storage reservoirs). <br /> <br />25.
