<br />The following is a summary of key projects:
<br />Senior Project Manager, Wake Island POL, Pacific
<br />Division Naval Facilities Engineering Command,
<br />Wake Island, 03/1998 - 06/2000. This was a cost plus
<br />award fee [DIQ project to remove and dispose of 34
<br />underground storage tanks and approximately 5,000 feet
<br />of abandoned fuel pipeline. The project also included
<br />demolition and recycling of one 115,000 gallon above
<br />ground storage tank and removal of metal debris from
<br />the shoreline of the island. To facilitate access to an
<br />adjacent island of this atoll, [T (Shaw) also designed and
<br />implemented structural upgrades to an existing wooden
<br />bridge to support the weight of construction equipment.
<br />Soil borings for site characterization \vere added ,'ia a
<br />modification. Successful execution of this project
<br />required extensi,'c planning and coordination as all
<br />re(luired materials and equipment were procured and
<br />transported from California and Hawaii ,'ia barge. \,\'ake
<br />[sland is a small (approximately :2 s(juare miles in area)
<br />remote island located approximately :2,:20U miles from
<br />Honolulu, HI.

<br />[\ccomplishments:
<br />All 34 underground storage tanks were rem()\'cd,
<br />cleaned, and recycled. The 115,000 gallon ab()\'e ground
<br />storage tank and approximately 5,000 feet of pipelinc
<br />\vere removed, cleaned, and recycled. Approximately 15
<br />tons of metal debris \vas rcmoved from the shoreline.
<br />Soil borings completed for sitc characterization
<br />(approximate 51,000,000 value) \vere funded by under-
<br />runs in the original scope of work.

<br />Received consistent level I award fee ratings from the
<br />client. Completed original scope ahead of schedule and
<br />$1,000,000 under budget.

<br />Senior Project Manager, Midway Island, Pacific
<br />Division Naval Facilities Engineering Command,
<br />Wake Island, 04/1998 - 06/1998. This was an
<br />emergency response cost plus award fee IDIQ project to
<br />drain, clean and plug an abandoned pipeline containing
<br />aviation fuel under hydrostatic pressure. Prior to

<br />mobilization, another task was added to remm'e drums
<br />of asphalt material from the beach that were exposcd by
<br />a storm e\'ent.

<br />storage tanks and replace with :2 new double-wall
<br />underground storage tanks \vith leak detection s:'stcm.
<br />Fuel from the removed tanks was pumped into a
<br />temporary storage tank and filtered for reuse.

<br />order under a Na,'y RAe. i\[r. Downey was responsible
<br />for successful execution of this project within cost and
<br />schedule budgets. He \vas also responsible for O\'erall
<br />project safety and (Iuality. Other responsibilities include
<br />interfacing with client and regulator personnel as well as

<br />Naval Facilities Engineering Command, Crane, IN,
<br />05/1995 - 06/1997. This project included design,
<br />construction, and startup of a biorcmcdiation facility to
<br />treat m'cr 100,000 CY of soil contaminated with TNT,
<br />RDX, and Hi\DC The facility included three structural
<br />steel treatment buildings measuring 70' X 300' each, a
<br />truck decontamination facility, material storage facility,
<br />and surface water collection basins. This project also
<br />included an 8-acre RC~\ cap and removal and disposal
