Downey implemented a dcsign change in the
operating procedures that resulted in a 500,'-;, increase in
throughput for the bioremediation facility that effected a
2-year reduction in treatmcnt duration and a cost saving
of m'er S5,000,000.

03/1989 - 04/1995, Project Manager,
Westinghouse Savannah River Company,
Aiken, SC

Responsibil.ities includc O\'crall projcct management and
supen'ision of project staff. i\[r. Downcy was
responsible for successful cxecution of projects within
cost and schedule budgets. He was also responsible for
O\Trall project safety and Lluality. Other responsibil.ities
include interfacing with client and regulator personnel as
wcll as rcporting project status to clicnt and intcrnal
managemcnt.

The following is a summary of key projects:
Project Manager, Various projects, U.S. Department
of Energy, DOE Savannah River Site near Aiken,
SC, 03/1989 - 04/1995. Mr. Downey managed various
project associated with safety enhancement and
producti\'ity increases for production reactors and
support facil.ities for a high-le\'el radioacti\'c waste
processing facil.ity at the DOE Sa\'annah River Site near
,\iken, sc. Projects includcd:

. Late \,\rash Facility (S50,000,000) - Managed design of
a high-lenl radioactin waste pre-treatment facility.
This was a remotely operated process facil.ity designed
to reduce nitrite levels in a highly radioactive
prccipitate waste feed stream containing suspended
cesium. The design team consisted of over 60 design
professionals from \'arious discipl.ines including
Ci\'il/Structural, t-,[echanical, Electrical, and Process.
i\ pilot scale facility was also designed and
constructed to allow for process testing and
optimization. Mr. Downey led the design of this
modular facility that was built and operated by the
University of South Carol.ina.
. Reactor Fast Shutdown System ($22,000,000) Mr.
Downey led a design team in the completion of a

SHAW ENVIRONMENTAL, INC.

06C 122006T

conceptual design for a system to reduce reactor
pmver by 60(~) within 100 ms following a catastrophic
cooling water pipe failure and presented the project to
DO E for \'alidation. This project was ranked as the
best nlidation presentation of the 22 presented for
\'alidation during that cyclc at the Sa\'annah Ri\'er Site.

. Improved Reactor Spray System for P-Reactor
($ 18,000,000) - t-,[r. Downey led a design team in the
completion of a conceptual design for an emergency
cooling spray system and presented the project for
DOE val.idation. The projcct was successfully
validated.
. Composite Liner System for Emergency Cooling
Water Basin ($ 12,000,000) - i\lr. Dmvney managed the
design and construction of a multilayer composite
l.iner system and floating cm'er for a 50,000,000 gallon
earthen basin that was completed under budget and
on schedule.
. Soil Stabilization Project for [(-Rcactor ($21,000,000)
- t\[r. D()\\;neJ' managed the design and
implementation of a soil stabilization project to
prm'ide protection of reactor cooling water piping
during a seismic e\'ent; project im'oked drill.ing and
injecting grout into the substrate approximately 120
fect below the ground surface. This project \vas
completed within budget and on schedule.
. Glass \,\'astc Storage Facility #2 (5100,OOO/JOO) - i\[r.
Dmvney managcd the conceptual design of an
underground storage facil.ity and superstructure to
house processed high-level radioacti\'e \vaste canisters
from the Defense \,\'aste Proccssing Facility (a
\'itritlcation facility to process high-b'el radioactin
waste) and prcsentcd the project for DOE val.idation.
The project was successfully val.idated.
. railcd ELluipment Storage Vaults 3-6 (526,000,000) -
i\[r. DO\vney managed the conceptual design for 4
additional underground concrete storage vaults to
housc failed melters and other major equipment
associated with the Defense \,\'aste Processing Facility
and prcsented the project for DOE nl.idation. The
project was successfully \'alidated.
. Groundwater Pump and Treat System (53,000,000) -
t-,[r. Downey managed design and construction of a
groundwater pump and treat system consisting of 12
extraction wells, an air stripper, catalytic oxidation
system, and associated piping.

STEVEN T.
