As your management team, we will be
responsible for the further refinement of your vision
through team management; interactive collaboration with
the city and identified stakeholders; preparation of design
and construction documents; and development of urban
landscape regulations,

We understand that this project will be a multi-
disciplinary effort, and we are well versed in all areas of
the scope outlined in your RFO. We understand the
City's expectations regarding the protection of your
vision, commitment to quality, timeliness of
deliverables, and respect of budget. Community
consensus, derived through a collaborative process in
which our team can engage the public, key stakeholders,
and the City, will ultimately be the measure of success for
this project.

We understand from the kick-off meeting that there are
varied degrees of detail completed for Heritage Park and
that not all elements of the schedule and final program
have been fully identified. We believe in the course of our
work, new elements may be identified that require further
detailing by the team.

We propose the following phases:

':J Conceptual design
':J Schematic design
:J Design development
~ Contract documents
. Construction phase services
. Construction administration

The efforts listed below may be integral components of
several design phases of the project:

. Survey and observations
::I Research of historical references
. Review of pertinent plans studies
::J Integrated economic analysis and market study
. Traffic analysis, pedestrian and bicycle mobility
. Project meetings and stakeholder interviews
::I Community meetings

Survey of Existing Conditions, Research of
Historical References, and the Review of any
Pertinent Plans and Studies
The team will spend up to a month field verifying the
survey, collecting any historical references, and reviewing
pertinent plans. Our longstanding relationship with
Schwebke-Shiskin has proven successful in major
surveying re-platting efforts, including Bayside and
Midtown Miami.

Integrated Economic Analysis and Market Study
When the concept(s) are complete, we will evaluate them
again from an economic and market perspective, This
iterative process will result in an economic and market-
supportable master plan. We will finalize the economic
development strategy and prioritize the projects based on
both the City's and community's priorities, as well as
economic sustainability.

Traffic Analysis, Pedestrian and Bicycle Mobility
Traffic analysis for this project includes public
transportation (buses, taxis, and shuttles), automobiles,
boats, bicyclists, and pedestrians. Collectively, human
mobility is a critical part of this project. Our approach is to
emphasize walkability and focus on multimodal
transportation that effectively integrates transit, bicycles,
and other modes of travel. We will emphasize compatibility
of roads with adjacent environments, including nearby
waterways and primary pedestrian corridors.

lJ I~ G

tDI'I'ISIOIlOfltl'llFT.MORlIlMOIUOCIATU.IIlC

.......-J-n Kimley-Horn
~_U and Associates, Inc.
3-1

URBAN RESOURCE GROUP
