A key to this project's success
was analyzing the condition of the aging urban infrastructure
(roads, utilities, sidewalks, etc.) and developing a
comprehensive redevelopment package that upgraded this
infrastructure in a manner that will encourage redevelopment
while spreading the cost over a number of state, federal, and
local funding sources. Included within the project is a three-
acre urban waterfront park including a participatory fountain,
park pavilion, multilevel plaza, bulkhead, courtesy boat slips
and pier. The total project implementation was funded
through a variety of sources including a special assessment
district for the Pointe property owners; general City revenue
sources; utility and roadway funding; and grants from the Florida Inland Navigation District and the U.S. Army Corps of Engineers.
Cost: bid price: $4.89 million; actual: $4.85 million.

25.
