Understanding... <br /> <br />It is understood that the City of Sunny Isles Beach desires to meet the recreational needs of the residents and visitors <br />(2.75-acres of local park and recreational facility per thousand population) and has actively pursued the identification <br />and acquisition of appropriate areas for recreation, and identified and pursued the acquisition of available <br />recreational development funds, Both of these items, appropriate available recreational lands and recreational <br />development funding, are difficult to acquire with the built-out nature of the valuable waterside nature of the City, and <br />the current aggressive competition for any funding, The City innovatively acquired the surface parking area for an <br />adjacent oceanfront hotel and condominium, and committed to meet the parking needs in a vertical structure, a <br />parking garage that will have a smaller footprint than the existing surface parking allowing the balance of the site to <br />be developed as a park, It is understood that the lower level of the parking structure is to be for park users and those <br />wishing to access the adjacent beach area, with the balance being available as valet parking to meet the parking <br />needs of the adjacent hotel and condominium, <br /> <br />To the immediate East of the park there are two access paths to the beach, Ellen M, Wynne and William "Bill" Lone <br />which give the City the opportunity to further their Comprehensive Plan's Recreation and Open Space Goal's <br />Objective 1, "Provide for public access to and interaction with the City's beach area", and follow the related Policy <br />1A, "Maintain and improve the City's existing beach access points and adjacent vehicular parking areas," <br /> <br />The park site is also located at the entrance to Ocean View, one of the Comprehensive Plan's proposed Urban <br />Villages. The Comprehensive Plan's Vision Statement describes the Urban Village Strategy as combining, "... small <br />changes in the City's development pattern with: a system of defined neighborhood entrances and gateways that <br />reflect local history, natural features of each village, cultural symbols and other sources of village pride;.., the <br />provision of safe, neighborhood scaled public spaces and recreational facilities within walking distance of <br />residences, especially play and interactive space for children., ," <br /> <br />City of Sunny Isles Beach <br />RFQ # 07-08-01 <br />Page 3 of 11 <br /> <br />ARC HIT E C T S .. <br />I N T ERN A T ION A L .. <br />
