2. Project Planning Process — The process by which a detailed work and risk plans <br />are developed, the organization is confirmed, and staff assignments are made. <br />Budget and schedules are agreed to and authorization to proceed is given at the <br />end of this phase. <br />IBM has a strong history of successful complex network implementations. To <br />achieve the same success for the City of Sunny Isles Beach, the IBM project team <br />will be responsible for a number of key elements including: <br />• Comprehensive and clearly communicated schedules <br />• Timely execution with adequate resource <br />• Honoring of commitments and establishment of trust <br />• A disciplined project management approach <br />• Establishing a strong relationship between IBM and customer teams <br />• Clearly defined scope, roles, risks and responsibilities <br />• Accurate and timely announcement to in -scope employees <br />• Strong and visible executive commitment to the partnership from both IBM and <br />the Town of Brookline <br />• Availability of Town of Brookline transition focal contacts <br />• Focus on major activities and critical milestones <br />■ Comprehensive and proactive communication management <br />ii. Understanding of the project and the tasks to be performed <br />IBM understands the specific needs of the City of Sunny Isles as articulated in the <br />RFP to provide presentations and recommendations assess needs, articulate <br />business models and design options, provide estimated costs, and detailed plan for <br />implementing the recommended design. <br />IBM has performed similar projects for municipalities of varying sizes, including <br />providing this type of work as a component of the ongoing citywide wireless project <br />being performed at the City of Miami Beach. <br />iii. Sensitivity to public concerns <br />IBM has a unique understanding of the concerns of the public as it relates to a <br />project of this scope. We have represented all sides of the issues and can articulate <br />public access benefits as well as public nuisance concerns. IBM has embarked on <br />many projects requiring careful understanding of agency, stakeholder, and public <br />concerns. <br />iv. Sample similar project plan and schedule <br />The project is essentially an engagement of approximately six to eight weeks of labor <br />for two people. The elapsed time of this project will be more dependent on getting <br />the appropriate input and time of city employees and stake holders than of the IBM <br />resources working on the engagement. <br />Use or disclosure of data contained on this page is subject to the restriction in the <br />disclosure statement of this document. <br />
