RFQ# 16-12-01 | Professional Planning and Zoning Consulting ServicesSunny Isles Beach <br />On-Time Project Management: As proven by client references attached in TAB H, our team excels at proj-ect management and the result is the completion of projects on time and on or under budget. CGA attri-butes this cost control success to our in-house quality assurance and quality control standards, document control, and project plan execution. <br />Quality Assurance / Control: Our Quality Assurance/ Quality Control (QA/QC) is a standalone department. Reviews are internally routed to a variety of indepen-dent reviewers including: Peer review; Department Head; Director of QA/QC; and, Client.CGA has instituted the policy of a multidisciplined re-view of the product before it is released to the client. By involving the entire team in the entire project qual-ity process, a sense of ownership can develop which keeps team members focused on quality throughout the design review process. At each progression of the plans, comments are made and plan revisions occur. Any comments received are addressed by the desig-nated project manager who will make assignments for corrective actions to be taken. All corrections are then resubmitted to the project manager for final sign off. <br />Proper Documentation: CGA’s experience working with municipal clients for over seven (7) decades has instilled in our staff the Florida Record Retention Laws and proper project documentation. Our hard copy files are kept in a secure location and our electronic files servers are protected via third party email filters, and firewalls. The electronic data is replicated to an offsite, protected third party facility with redundant power systems, as well as both onsite and offsite tape backups. All contractors will be required to maintain proper project documentation to include cost loaded baseline project schedules, safety plans, hurricane preparedness plans, etc. These documents will assist our team in managing the project on-time and in ac-cordance with the plans and specifications.At CGA, project management is used to organize and meet the client’s needs by standardizing routine tasks and reducing the number of tasks that could potential-ly be forgotten. Our project management teams ensure that available resources are used in the most effective and efficient manner. At CGA “Project Management” is an organizational approach to the management <br />of all our ongoing operations. Our project manage-ment teams apply their knowledge, skills, tools and techniques to meet the requirements of individual projects. The key people outlined in this RFQ will be involved in this project and will be supported by addi-tional professional staff. CGA will provide expertise in the following disciplines: <br />Scope of Services <br />Site Plan Review: CGA has undertaken the role of both leading and supporting planning and zoning depart-ments in several communities for more than 15 years. CGA has handled all the planning and zoning activities for the Cities of Weston and West Park and the Village of Estero since their incorporations. We have developed all the policies and procedures for planning and zon-ing reviews, modified and updated all comprehensive plans, codes and land development regulations. CGA also leads the Planning Departments in the Towns of Surfside and Medley. While these are long established municipalities, both towns lacked full service depart-ments and had serious deficiencies in their processes. CGA has formalized the development process and cre-ated standards for applications, including timeframes for completion of tasks. CGA’s planning staff possesses a thorough and complete understanding of planning processes from both a public and private perspective and from municipal to state authority. CGA staff partic-ipates in and regularly attends conferences and semi-nars at the local, state and national levels in order to keep abreast of trends in planning. <br />The process that we engage in as a reviewing entity starts off with conducting a site visit once we receive a set of the plans from the City.
