SCOPE OF WORK <br />The vistas from the rear of the property are spectacular and the owner made the decision to <br />expand on that space by building pergolas on either side of the slightly off -center doorway <br />(which had previously been altered.). A Pergola, like a colonnade, is a garden structure with an <br />open wood framed roof, often latticed, supported by regularly spaced columns of masonry or <br />wood. The structure is often covered with climbing plants to create shade within the pergola <br />itself. 1 <br />THE CERTIFICATE OF APPROPRIATENESS PROCESS <br />Paraphrasing the ordinance, a certificate is required when changes to historic homes are <br />proposed. Those changes can be an excavation; addition; alteration; new construction, etc. <br />Before construction occurs, the owner of the Sunny Isles Beach Historic Designated building <br />must appear before the Sunny Isles Beach Historic Preservation Board for their review. <br />The Board is looking to see if (in this case) the new construction affects the historic building in a <br />negative way, i.e. does the new construction alter or occlude from view elements of the historic <br />building that help to create its character. To assist the Board in making their decision a <br />document entitled the "Secretary of the Interior's Standards for Rehabilitation" produced by <br />the Federal government and codified in the Code of Federal Regulations is used as a guide in <br />making their decisions. <br />Of the twelve standards, in this instance there are four that have particular applicability to the <br />nature of this construction. <br />(EXCERPTED FROM THE SECRETARY OF THE INTERIOR'S STANDARDS) <br />The historic character of a property will be retained and preserved. The replacement of intact <br />or repairable historic materials or alteration of features, spaces, and spatial relationships that <br />characterize a property will be avoided <br />Distinctive materials, features, finishes, and construction techniques or examples of <br />craftsmanship that characterize a property will be preserved. <br />1 Cyril M Harris, A Dictionary of Architecture and Construction.
