At the commencement <br />an initial field review will be completed to verify the <br />intent and goals of the project, verify the budgeted <br />or estimated construction cost, and determine <br />the need for additional improvements. Once the <br />scope has been finalized with the City, the proposed <br />schedule will be updated and distributed to the <br />team members noting all critical milestones and <br />submittals. A monthly progress meeting will be <br />submitted to the City to detail the status of the <br />project, outstanding issues, resolution of previous <br />issues, and the status of the existing cost estimate. <br />Many City projects usually have short timelines <br />and addressing key issues early on is imperative <br />so that City's schedule and funding dates are not <br />compromised. The following key issues must be <br />addressed immediately: <br /> <br />· Proactive permitting to avoid delays later on and <br />obtain approvals as quickly as possible; <br />· Early Utility Coordination, E&R will assign a Utility <br />Manager with experience in Utility Coordination. <br />· Public Involvement, keeping the residents and <br />specially property owners affected aware of the <br />project scope and schedule. <br /> <br />QA/QC Procedures will be followed by all team <br />members. Standardized requirements are <br />outlined in E&R's QA/QC Plan (steps on checking, <br />incorporation, and verification) and are distributed <br />early on by E&R's QA Manager at the beginning of <br />the project. The QA/QC program is followed by the <br />Project Team at the management level by tracking <br />the QC schedule to assure the project is being <br />reviewed, at the design and technical level by the <br />way of peer review through senior level engineers, <br />and finally on the production level by having QA <br />manager, Mr. Brett Pielstick, P. E., available at all <br />times to the project team. Providing this extra level <br />of quality has always been <br />a priority and is not taken <br />lightly by the E&R Team. <br /> <br />. <br /> <br />Constructability reviews will be completed by Mr. <br />Tony Grau, P.E. Mr. Grau has over 30 years of <br />construction experience with Florida Department of <br />Transportation District four and six. <br /> <br />PROJECT ORGANIZATION AND STAFFING <br /> <br />Shahin Hekmat, P. E. will be the overall project <br />manager and the point of contact with the City of <br />Sunny Isles Beach. Mr. Hekmat has been involved <br />in project with the City for more than three years <br />and recently worked very closely with Mr. John <br />Szerlag, The City Manager and Mr. Rick Conner, <br />P.E., Director of Engineering and Public Works, <br />to prepare the City's Capital Improvement Plan <br />(CIP) and the associated budget. Mr. Hekmat is <br />experienced in the planning, design, permitting, <br />bidding, award and all aspects of construction <br />administration in the South Florida Area. He has <br />also been involved in preparing and presenting <br />project scope, funding and needs in a large public <br />forum as well as one-on-one with public officials and <br />community leaders. <br /> <br />Scott Gombar, P.E. will be the Principal-in-Charge. <br />He has been in involved with the City of Sunny <br />Isles Beach for many years, managing the capital <br />projects and coordinating with outside consultants <br />and contractors. <br /> <br />Our Team has the expertise and technical education <br />required to address all the conceptual planning, <br />final design, engineering, and permitting issues <br />associated with the completion of the types of <br />project that the City of Sunny Isles Beach would be <br />undertaking, as well as professional services during <br />construction. <br /> <br />The credentials and qualifications <br />of each member are detailed in the <br />255 forms (see Appendix "A") and <br />are summarized on our Technical <br />Cha rt. <br /> <br />[J"'''''.
