L (~.;( ~ { I,' A&P will utilize a staffing plan that implements effective coordination, timely response to the City of Sunny Isles Beach needs, and adherence to schedule and budget, thereby ensuring the completion of a successful project. The team leader selected for this endeavor will be one of our principals, Mr. Carlos M. Gil-Mera, P.E., who will serve as our Project Manager and main contact person on this contract. As Project Manager he will be responsible for the technical design elements of this project as well as the required coordination among the different disciplines to ensure the timely completion of projects within the established proposed schedule. Mr. Gil-Mera will act as the point of contact between APCTE, and the City of Sunny Isles Beach. Mr. Gil-Mera is a registered Professional Engineer and a Registered General Contractor in the State of Florida. He has more than twenty one years of experience working on projects similar to the ones that will be part of this contract. His duties will include: Directing and coordinating the development of construction documents, signing and sealing all pertinent design documents, scheduling and assigning projects and tasks to members of the Design Team, coordinating all engineering functions with permitting agencies and local municipalities, and provide technical assistance and direction to all firm's employees assigned to this contract. Mr. Gil-Mera worked for FDOT for fifteen years; he spent the last eleven years in the internal design office working on the production of roadway plans including minor design and major reconstruction roadway projects. During the last two years of his career at FDOT, he worked as District VI Roadway Design Project Manager where he was the head of an Internal Design Team working on a large number of "RRR" and reconstruction projects. As one of the principal of A&P, Mr. Gil-Mera has designed and managed numerous Transportation Projects for Governmental and Private Clients. Mr. Gil-Mera is an active member of the American Society of Civil Engineers, The Florida Engineering Society and the Cuban- American Association of Civil Engineers where he is currently holding the Vice-President position. He is a 1986 graduate of Florida International University with a Bachelor's Degree in Civil Engineering. Mr. Gil-Mera will be fully committed to this Project. Contact Phone: (305) 470-5497 Design Completed: On-Going (60%) This project is part of the improvements identified in the Department's Krome Avenue Action Plans approved by the Miami-Dade Metropolitan Planning Organization in March, 1999. This portion of Krome Avenue is a north-south two-lane roadway that extends approximately 3.78 miles from US-l to A vocado Drive, running through the center of Florida City and the City of Homestead in southern Miami-Dade County. The corridor land use is primarily industrial in the Florida City section (S.W. 352nd St to S.W. 328th Street/Lucy Street) and commercial in the City of Homestead section (S.W. 328th Street/Lucy Street to S.W. 296th Street/Avocado Drive). The project consist of preparing Construction Documents (plans and specifications) for the 3.78 mile segment of this urban corridor, including signing & pavement markings, upgrading seven signalized intersections from span-wire to mast-arm, a new signalized intersection, 0.5 mi of lighting, implementation of four traffic safety studies, implementation of Access Management and compliance with ADA.
