<br />PROJECT SUMMARY <br /> <br />Heritage Park will be located on State Road A1A (Collins Avenue) between NE 192nd Street and the William <br />Lehman Causeway. The 3.55-acre site was purchased by the City of Sunny Isles Beach in 2006 for nineteen million <br />six hundred thousand dollars of which 2.40 acres will be used for park land. (1.15 acres were cut-out for a parking <br />garage and driveway). Located across the street from the Atlantic Ocean, Heritage Park is just a short walking <br />distance from a public beach access area. The objective of this project is to develop this prime piece of property into <br />a public park for all Sunny Isles Beach residents and visitors to enjoy rather than allow it to be developed into a 16- <br />story multi-family residential unit as it is currently zoned. <br /> <br />The project site is currently being used as a surface parking lot for the hotel across the street as well as city <br />employees. Along the perimeter of the property Brazilian Peppers and Australian Pines are some exotic (invasive) <br />vegetation that will be removed prior to the new construction. The proposed park consists of a large open space <br />that will be used for both active and passive recreational activities. Park amenities in this area include a 14 mile <br />walking and jogging path, a covered and accessible children's playground, two separate picnic pavilions, two (2) <br />bocce ball courts, and numerous park benches and associated site furnishings such as water fountains, benches, <br />picnic tables, trash receptacles, and bicycle racks. Additionally, the eastern portion of the park will provide ample <br />opportunities for the display of public sculpture and other artworks. <br /> <br />Another main component of the park is an existing one-story building that will be retrofitted in order to house an <br />Information and Nature Center/Museum for the visiting public. It will focus on the history and habitat unique to <br />southern Florida and a barrier island. This existing single story structure will be utilized to provide educational <br />programs and seminars as outlined in section 2-c-2 of this application. In addition, there will be nature exhibits <br />pertinent to the area consisting of kiosks, displays, videos, and murals so that activities will be available on a daily <br />basis. The total area of the nature center building is approximately 4,400 square feet. Of this, about 2,600 square <br />feet will be used for program activities, information desk and support functions such as restrooms, kitchen and <br />storage. Another 500 square feet will be used for park staff and as a staging area for park maintenance crews. <br />Additionally, the existing building will be modified and expanded to provide comfortable restroom facilities for future <br />park users. <br /> <br />Sound environmental planning and the use of coastally adapted vegetation types will be a key component to <br />Heritage Park. The intent is to create a balanced and harmonious landscape that provides open and sunny areas, <br />as well as ample shaded areas, so that the park can be enjoyed year round by members of all age groups. Native <br />shade trees, flowering trees, and large shrub bed plantings will be utilized to provide a beautiful and aesthetically <br />pleasing landscape composition. Additionally, clusters of palm groupings will highlight Heritage Park's location in <br />South Florida's unique sub- tropical environment. <br /> <br />Heritage Park will be a vital component to the City of Sunny Isles Beach. This signature park will become the <br />centerpiece of an urban renewal that enriches the recreational experiences of both Sunny Isles Beach residents, as <br />well as visitor's to this wonderful community. <br /> <br />1.2 MANDATORY PRE-SUBMITTAL CONFERENCE & SUBMISSION DATE <br /> <br />A mandatory Pre-Submittal Conference is scheduled for 2:00 p.m., Wednesday, <br />September 5, 2007 at the Sunny Isles Beach Government Center, 18070 Collins <br />Avenue, First Floor Meeting Room, Sunny Isles Beach, Florida. All consultants planning <br />to submit a submittal are required to attend this meeting. Consultants should allow <br />sufficient time to ensure arrival prior to the indicated time, those arriving after the <br />discussion has begun will not be considered to be in attendance. Submittals from those <br />who have failed to attend will not be accepted. <br /> <br />Submittals must be received by the CityClerk's Office no later than 10:00 a.m. Wednesday, <br />October 10, 2007, at the Sunny Isles Beach Government Center, First Floor Conference <br />Room, 18070 Collins Avenue, Sunny Isles Beach, FL 33160. Submittals will be opened <br />publicly and read aloud at this time. <br /> <br />1.3 ELIGIBILITY <br /> <br />In addition to the other requirements stated in this document, to be eligible to respond to this <br />Request for Qualifications (RFQ), the consultants must have successfully provided within the <br />past five (5) years, services similar to those outlined in Section 1.5 of this RFQ.
