o 13. As far as permitting, Dade County requires that in order to haul any solid waste material, each vehicle would have to be permitted by Dade County? We know that in the past that has not been enforced because there are vendors corning from all over the country and they are utilizing some local resources and some not. We haven't seen a certification process that the trucks have gotten permitted or certified from the County to go to their landfills. 14. Appliances were lumped in with construction C&D, does that include our responsibility? Yes, it should be included in your bid response. You would look at that more as a per unit type of price on the appliances themselves and the Freon would need to be removed. 15. Can we get a little more clarification with your evaluation, is it just price basically? No. This community is interested in quality. We recently passed an Ordinance that even further solidifies our ability to get the right company, not necessarily the cheapest company. We wiIJ do extensive background checks, reference checks. What we are going to do is go with the firm that is going to come in here, do the job, do it right, do it according to the standards. Price is only a factor, not the sole determining factor, in selecting the bidder. The City will choose the lowest responsible, responsive bidder, which is not necessarily the lowest dollars and cents bidder. o 16. Is the City permitted to utilize the Miami-Dade County facilities to dispose of the debris? Just one on the north end, and the question arose at our meeting with the County last week as to whether or not we have an Interlocal agreement with them, and we are going to try to find out a much smaller area relative to the whole community. 17. Does the debris removal services also include condominium facilities? What we are working on is the roadways, the rights-of-way, we are contracting to take care of the rights-of-way. In the RFP it mentions that all the condominiums to the east side of AlA all have contracted private debris removal and garbage haulers and so the City nor the County touches anything of any of the facilities to the east. So, the right- of-way right along that road, but nothing further than that. There are a couple of other islands that have condominiums only, they don't even go there. The City is under agreement with Miami-Dade County, the County actually provides their regular yard and garbage service, year around to the residential communities including the one gated community and the residential community to the north. 18. Do the services also include sand removal and restoration? Yes. There is a cost in there, if there is a wash over and sand comes up at the point where it gets to the right-of-way on the east side of A J A and to the west, sand removal would be included if it would be needed. It is in there for removal and screening, it is all together and it will have to be placed back out.
