That is something that we did not make a provision for, it is something that can be addressed, the temporary site would have to go through a review first. 10. No, especially if you are billing on a cubic yardage basis, you cannot take any debris out of the City and load up a truck until it has gone through a certification process and it will be labeled and placard as the RFP dictates. That is really important, even if for some reason it starts with cubic yardage and it changes to tonnage if the disposal facility facilitates one faster than the other either way we don't want to take a chance with any Federal funding since that has been such a huge issue so everything will be definitely measured very well. o II. Sunny Isles Beach was fortunate in they didn't have a bid process before the last storm, and they had a landscaping company that has an emergency procurement clause in their contract so they were able to utilize them to just come in on an emergency basis and do this removal work for them and it went fairly smoothly, they might have liked it to be done a little faster because it took a little over a month, and it was about 20,000 yards and they just chipped as they went and that worked pretty well, and now they want to go through the formal bid process and get everything lined up, and hopefully get all the resources out here that they need. In general, the biggest problem in all of South Florida was the lack of education of the local applicants, the cities and the counties. That is changing hopefully, there has been a lot of training going on by FEMA, the State, FDOT, and to educate the applicants on a list of everything they need to do before they even start the debris operation. The paperwork is one of the biggest issues. That is something that will be reviewed in great detail as your paperwork comes in with all ofthe information because if you are tasked with clearing those Federal aid roads, that has to be segregated by either a separate invoice or separate line items because that is something the City will have to track because they will have to go to two different funding program for the money. So tracking first pass through a community whether it is on a Federal aid road or on a non-Federal aid road is very important so the load tickets in the past have not had enough detail. Load tickets will be very detailed, will be legible at the site where the monitor is looking at them and fully filled out so we won't be having any problems with that. The invoicing needs to clearly reflect exactly what type of roadway, if it is a first pass or second pass, and with all the supporting documentation, all in a line, all at once given to the City so they can make sure they have everything on file and they are not missing any documentation from any vendors. 12.
