<br />o <br /> <br />o <br /> <br />for three (3) years with two (2) one (1) year options for a total of five (5) years with an annual re- <br />certification and price adjustment based on 80% of the Consumer Price Index for the Greater Miami-Dade <br />County Area. <br /> <br />The project consists of post-disaster debris management within the City limits in two parts. <br /> <br />. Part 1 is "Debris Clearance (for access) from Public Rights-of-way and Public Property," consisting of only <br />pushing debris from the traveled way of city streets and public facilities to open one lane 101' emergency <br />vehicles. This work will be performed on a Time and Material price bases limited to no more than 70 hours <br />of actual work. <br /> <br />. Part 2 is "Debris Removal Operatioos,' consisting of loading and hauing debris from public rights-of-way to an <br />approved landfill. This work win be performed on a Unit Price bases documented by valid load tickets. <br /> <br />When identifying resources to be made avaUable under this contract, Contractor shall use a planning standard <br />approach. Specifically, Contractor must identify the expected sources and quantities/numbers of equipment and <br />personnel that will be engaged. Contractor must identify sufficient resources to ensure the availabiity of personnel <br />and equipment as necessary to initiate aI re<J.lired activities within 24 hours of being so cirected and any adCrtional <br />resources that might be necessary to have all required actions completed within the time frames specified <br />herein. For the purpose of identification of ContractorlSubcontractors a general equipmentlpersonnel <br />invenloiy win suffice. For Subcontractors, a statement of their commitment to provide resources 101' this project must <br />be induded in the submittal. The planning standard to be used is removal and cisposaI of approximately 40,000 <br />cubic yards of mixed debris within a prescribed operating perkld of not more than 30 days. <br /> <br />7.7. EVALUATION OF PROPOSALS <br /> <br />7A1. Potential Contractors will be evaluated for the project based on evidence and statements of <br />compfiancetintent provided in their Proposals. First, the City will determine which Contractors are capable of <br />entering into a contract with the City by satisfying Mandatory Qualification and as outlined in Section 3, Section 4, <br />and Section 9 thus making them eligible for consideratioo. Then, the City will determine which eligible <br />Contractors satisfy the Project Requirements, thus deeming them qualified for the project. Only qualified <br />Contractors will move on to the second stage of the evaluation, i.e. consideration of their Project Approach and <br />Fee Proposals for the services described by this RFP package. <br /> <br />7.82. The City reselVes the right to deny consideralion to any Contractor that does not satisfy the Mandatory <br />Qualification Criteria or is not capable of satisfying the Project Requirements.
