FAX 1-251-343-5554 <br /> <br />APPROACH TO SUBCONTRACTING <br /> <br />DRC ES has implemented an aggressive and nationally recognized outreach program entitled the, "DRC ES <br />LOCAL SUBCONTRACTOR RESOURCE PROGRAM" <br /> <br />DRC ES reaches out to local, small, minority and women owned (SMWB'S) companies with a variety of tools. <br />DRC ES representatives are dedicated to working closely with local Minority and Women Business Enterprise's <br />(M/WBE) small business liaison to contact companies that are approved and certified by M/WBE as small, <br />disadvantaged, minority, veteran and women owned businesses. Immediate contact will be made with the <br />Minority and Women Business Enterprise office to schedule an informational workshop for potential vendors <br />and businesses. These sessions provide "hands on" technical assistance to companies ranging from individuals <br />owning dump trucks and loading equipment to office supply companies and small printers wishing to provide <br />goods and services. DRC ES is committed to seeing that local companies are made aware of all potential <br />contracting and partnership opportunities. <br /> <br />In addition, because of their close connection to the federal dollars provided by FEMA, The Congressional <br />~ Delegation will be contacted and their staffs briefed on the program for their constituent companies. <br /> <br />Lastly, an aggressive direct mail program can be conducted to target companies, and minority business <br />organizations that are listed with the Office of Minority and Women Business Enterprise. This mailer can <br />provide information as well as an 800 number for interested individuals and companies with bi-lingual <br />assistance available when necessary. <br /> <br />The development and implementation of this program is coordinated by Tom B. Combs. Mr. Combs, Director <br />of Governmental Relations, has over 20 years experience in SMWB development. Having served as founder <br />and Executive Director of The Bid Resource Center that was the nation's second and largest non-profit assisting <br />SMWB'S in securing government contacts. From there he went on to serve as Mayor Pro Tem and <br />Congressional Chief of Staff and Director of the John Gray Institute developing SMWB programs across the <br />state of Texas and the nation. <br /> <br />DRC ES "LOCAL SUBCONTRACTOR RESOURCE PROGRAM" not only drastically improves small and <br />minority business participation, but also shows the commitment of DRC ES to ensuring that the entire <br />community has the opportunity to participate. The DRC ES technical assistance workshops not only assist <br />companies with identifying potential contract opportunities, but also assist those interested with "teaming". <br />This process matches MBE's/WBE's with others so it strengthens there competitive position and package of <br />goods and services offered. "Teaming" can greatly increase MBE/WBE participation because of the "strength <br />in numbers" concept. <br /> <br />~ DRC ES is committed to ensuring that any emergency response business activity is shared by the entire <br />community.
