<br />Q <br /> <br />Remediation of Debris Staging Sites is the process of returning the site to pre-use, and in some <br />cases, pre-event condition. Debris Staging Site Restoration is perforn1ed in four primary phases. <br /> <br />. Pre-use inspection and documentation <br />. Operational Environmental Protection <br />. Closure Procedures <br />. Final inspection, release, and acceptance of Government and/or Landowner <br /> <br />Each Debris Staging Site will require inspection prior to use, for the following: <br /> <br />. Existing topography <br />. Existing vegetation (grass, shrubs, trees) <br />. On-site or near-site water sources <br />. Existing structure and their current condition <br />. Any 'other distinguishing characteristics such as hazardous and/or non-hazardous <br />materials stored on site <br /> <br />When required, a basic Environmental Impact Statement, III accordance with the company's <br />Environmental Protection Plan shall be accomplished. <br /> <br />o <br /> <br />Documentation - A narrative description shall be prepared for each site. Sketches and/or <br />drawings (basic) shall be produced to illustrate the current condition of the site and its contents, <br />as well as content location. Still photographs or video will be taken of each site, both ground <br />level and aerial, to additionally illustrate the pre-use condition of the site and its contents. <br />Environmental Sampling to include: <br /> <br />. Random soil samples, surface and sub-surface, my be taken and sealed in containers for <br />comparison with post-use samples taken at the time of site closure when possible <br />contamination is evident. <br />. Prior to sealing these samples, a small portion of each sample will be field tested to <br />determine the presence of contaminants prior to use of the site. <br />. On-site and off-site samples will be taken of any impactable water source. <br />. Water source samples will be stored and tested using the criteria stated above. <br />. Samples of both water and soil will be taken in accordance with the above standards after <br />operations have ended (post use samples). <br />. Post use samples and pre-use samples will be tested in the Corporate Laboratory and/or <br />another Certified Laboratory to determine the presence of contaminants. <br /> <br />o <br /> <br />Should contaminants be identified in the pre-use field test, a determination of whether or not a <br />particular site or area of a site should be utilized will need to be made by ORC Senior <br />Management and the client representative. Should contaminants be identified in post use test <br />results that were not present in pre-use test results, remediation of the site or area of the site will <br />be accomplished in accordance with Federal, State and local regulations as well as current <br />industry standards. <br /> <br />39 <br />
