<br />o 3. TRACKING. REPORTING AND REIMBURSEMENT <br />FEMA Reimbursement Filing <br /> <br />o <br /> <br />Storm debris management by DRC is subject to inspection by the governmental contracting <br />entity and/or any Public Authority in accordance with generally accepted standards, to insure <br />compliance with the contract and applicable local, state and Federal laws. ORC will, at all times, <br />provide the government access to all work sites and disposal areas and will cooperate completely <br />with Government Inspectors. In addition, authorized representatives and agents of any <br />participating Federal or state agency are encouraged to inspect all work and materials. ORC and <br />the government shall have in place at the TOSRS, personnel to verify the contents and cubic <br />yards of all vehicles entering the TOSRS. Records are maintained of each load entering the <br />TOSRS, its cubic yardage is verified, and each vehicle leaving the TOSRS is typically viewed to <br />verify it was in fact empty. ORC and the government monitor the material to detennine that it in <br />fact consists of eligible storm debris. ORC and the government nonnally have in place at the <br />pick up site, personnel to verify the contents, location, date and time of the vehicles departing for <br />the TOSRS and to issue the load ticket for that load which is to ensure the eligibility of the <br />debris. Prior to use, ORC recommends that the government, including FEMA, if possible, <br />establish and record the certified cubic yard capacity and perform a safety inspection of each <br />haul vehicle. DRC recommends that all measurements be conducted by government personnel or <br />independent third parties, and not DRC or the subcontractor. ORC has in the past provided <br />disposal tickets, field inspection reports, and other data and/or forms sufficient to provide <br />substantiation for Federal (FEMA, etc.) and State reimbursement to its government clients. ORC <br />personnel and subcontractors have worked closely with various State Emergency Management <br />Agencies, the Federal Emergency Management Agency and other applicable State, local and <br />Federal Agencies to insure that eligible debris collection and the data documenting is sufficient <br />and appropriately addressed. <br /> <br />Data Management and Tracking <br /> <br />ORC ES tracks costs on a real time basis using a Daily Progress Report that is completed and <br />submitted daily to the on-site project manager. Additional information can be added to meet any <br />local unique needs for capturing the data. Hours and/or cubic yards are summarized at the bottom <br />of the report and a daily cost is determined. This information is reconciled daily with the <br />government. <br /> <br />Recordkeeping & Reporting <br /> <br />ORC ES shall submit daily progress and quality control reports to the governing entity for all <br />activities. Each report would contain, at a minimum, the following information: <br /> <br />o <br /> <br />1) Letterhead with DRC name and contact information <br />2) Report Date <br />3) Location of completed work <br />4) Location of work for next day <br /> <br />41 <br />
