<br />o <br /> <br />o <br /> <br />c <br /> <br />All dump trucks shall be equipped with a holding device to prevent accidental lowering of the <br />body while maintenance work or inspection work is being done. All hoist levers shall be secured <br />to prevent accidental starting or tripping off of the mechanism. All off-highway end-dump <br />trucks shall be equipped with a means to determine whether or not the dump box is lowered. <br />Minimum emergency equipment required is one red flag not less than 12 inches square with <br />standard and three reflective marks, which shall be available for immediate use in case of <br />emergency stops, two wheel clocks for each vehicle or each unit of a combination of vehicles, at <br />least one 2A: 1 OB:C fire extinguisher. <br /> <br />The principles of defensive driving shall be practices. Seat belts shall be installed and worn per <br />16.B.08. The operator must have the vehicle under such control as to be able to bring it to a <br />complete stop within the assured clear distances ahead. Vehicles will not be driven at speeds <br />greater than the posted speed limits, with regard for weather, traffic, intersections, width, and <br />character of the roadway, type of motor vehicle, and other existing conditions. Headlights shall <br />be lighted from sunset to sunrise, during fog, smoke, rain, or other unfavorable atmospheric <br />conditions, and at any other time when there is not sufficient light for the vehicle to be seen or <br />for the operator to see on the highway at a distance of five hundred feet. Vehicles shall not be <br />driven on a downgrade with gears in neutral or clutch disengaged. <br /> <br />Drivers of trucks and similar vehicles shall leave the cab while the vehicle is being loaded, when <br />they are exposed to danger from suspended loads or overhead loading equipment. Vehicles shall <br />not be loaded in a manner which obscures the driver's view ahead or to either side or which <br />interferes with the safe operation of the vehicle. The load on every vehicle shall be evenly <br />distributed and tarped (the tarp equipment may be waived only by the Corporate Safety Officer <br />with approval from the Contracting Officer's Representative). <br />All trucks shall be equipped with the manufacturers' approved tailgates. These gates shall be the <br />"barn-style" gates in lieu of the swinging tailgate that is hinged at the top of the dump body. If <br />vehicles have the swinging tailgate, they may substitute tailgate fencing for the manufacturers' <br />gate. Contractor will not approve fencing that does not have solid metal bars around all four <br />sides of the fence. The following criteria apply to tailgate fencing: <br /> <br />. Attach fencing permanently to one side of truck bed <br />· After loading, secure fencing to the other side of the bed in two places with heavy-gauge <br />WIre. <br />. Fencing must extend to the bottom of the bed. <br />· Solid metal bars shall be used on all four sides on the fence. This will allow the load to <br />be secured without having to tie the bottom of the fence to the bed. <br /> <br />Debris Reduction Sites <br />The contractor shall submit a debris reduction plan prepared by a component person based on the <br />engineering for the safe reduction of all debris. Household hazardous materials, to the extent <br />practical shall be removed and disposed of prior to arriving at the debris reduction site. <br />Household hazardous material will be removed by the collection crews and left at a curbside <br />prior to arrival at the dumpsite. Spotters will be employed at the dumpsite to further inspect <br />loads for household hazardous materials. This material will be sorted out and stored in the Field <br />Expedient HTW Containment Cell. Each dumpsite will have a HTW Containment Cell. Dust <br /> <br />55 <br />
