Only those persons necessary for the operations shall be permitted in the debris <br />reduction work area at any time. A 300-foot exclusion zone will be established around all tub <br />grinding equipment. An example site plan is attached. Employees engaged in debris reduction <br />activities shall be instructed in the plan so that they may conduct their activities in a safe manner. <br /> <br />Debris Collection <br />Each location where debris collection is done shall be under the direction of a qualified <br />supervisor. Electrical equipment or conductors in the vicinity shall be considered energized. <br />Debris collection equipment shall be inspected, maintained, repaired, and used in accordance <br />with the manufacturers' instructions. All vehicles shall have completed Safety Checklist for <br />Vehicles, completed prior to commencing work. Employees shall be instructed in the safe and <br />proper use of all equipment provided to them. Prior to felling operations, the employee shall <br />consider: <br />. Trees and the surrounding area for anything that may cause trouble when the trees <br />are loaded. <br />. Shape of the tree, the lean of the tree, and decayed or weak spots <br />. Wind force <br />. Location of people <br />. Electrical hazards <br />. Traffic control devices/ personnel <br />The work area shall be cleared to ensure safe working conditions. Brush and logs shall not be <br />allowed to create a hazard at the work site. Logs and brush shall be securely loaded onto trucks <br />in such a manner as not to obscure tailor brake lights and vision, or to overhang the side. <br /> <br />EMERGENCY RESPONSE CAPABILITY AND CONTINGENCY PLANS <br />Emergency response will be covered at the safety and health indoctrination and continuing <br />training meeting. The plans shall be randomly tested to ensure their effectiveness. Inclusive of <br />these plans and procedures shall be: <br /> <br />. Escape procedures and routes <br />. Critical plant operations <br />· Employee accounting following an emergency evacuation <br />. Rescue and medical duties <br />. Means of reporting emergencies <br />. Persons to be contacted for infom1ation or clarification <br /> <br />Planning for this operation shall include the total system response capabilities to minimize the <br />consequences of accidents or natural disaster. <br />On-site emergency planning shall be integrated with off-site emergency support. <br />Emergency alert systems shall be developed and tested to alert all persons likely to be affected <br />by existing or imminent disaster conditions and to alert and summon the people and equipment <br />compromising the emergency response capability. <br /> <br />56 <br />
