<br />Summary Minutes: Regular City Commission Meeting <br /> <br />April 21, 2011 <br /> <br />City of Sunny Isles Beach, Florida <br /> <br />10. RESOLUTIONS <br /> <br />lOA. A Resolution of the City Commission of the City of Sunny Isles Beach, Florida, Awarding <br />Bid No. 11-02-01 to and Entering into an Agreement with Snack Time LLC. Concession <br />Services, Inc. for Concessionaire Services for Samson Oceanfront Park, Attached Hereto <br />as Exhibit "A", Based on the Pricing, Terms, and Conditions Listed in the Bid Response, <br />Attached Hereto as "Attachment A"; Authorizing the Mayor to Execute Said Agreement; <br />Authorizing the City Manager to Do All Things Necessary to Effectuate this Resolution; <br />Providing for an Effective Date. <br /> <br />Action: City Clerk Hines read the title, and Cultural and Human Services Director Susan <br />Simpson reported noting that currently Samson Oceanfront Park only has vending machines, <br />and we were looking to put a concessionaire there. It is a one year agreement, $300 <br />established per month, and at the end of that year we will look at their sales and renegotiate <br />the contract. Vice Mayor Thaler asked if it was for functions only, not something that is <br />permanently there, and Ms. Simpson said it is for when we don't have functions there, and it <br />is a moveable trailer, they will come, set up and sell, and will leave at the end of every day. <br />They also understand that they cannot park any permanent vehicles on Park property. <br /> <br />Public Speakers: none <br /> <br />Commissioner Aelion asked why only a $300 fee, he felt it was too low. Ms. Simpson said <br />we put out an RFP and had only one bidder/proposal, and she believes they came up with that <br />dollar amount because there was no established sales there. That is why we made it a one <br />year agreement, they had proposed a two-year agreement. The Concessionaire at Skateboard <br />Park sells concessions and entrance fees, and only pays the City $450 a month as of now, and <br />again we were establishing what the possibility was at that site. At the Pelican Community <br />Park, the agreement is established that they pay the City 10% of net, and on average we are <br />now looking at $150 a month. <br /> <br />Mayor Edelcup said as background information, up until last year we were trying to do the <br />concession work ourselves with our own employees, and spending a lot of the City's money <br />paying employees to be there, buying food, and throwing away food that didn't get sold. Last <br />year the Commission, while preparing the budget for the current year, instructed staffto take <br />the City out of the business of providing these types of amenities within our Parks and try to <br />find vendors that would take it on. And therefore, even though you are seeing a small $300 <br />contribution here, you are seeing what isn't here, which is thousands of dollars that were <br />spent to staff it with our own personnel and to buy food and be responsible for running it, not <br />only on a straight time basis but a lot oftimes on an overtime basis for our employees. No <br />matter what, we are definitely winners by finding vendors and certainly we will always be in <br />a position that if we see that these vendors are successful that in turn may create competition <br />which would be to the benefit of the City. Ms. Simpson said that we used to budget <br />approximately $4,000 in expenses for that concession sales plus personnel, and now we have <br />a zero expense, and a $3,600 annual revenue. <br /> <br />Commissioner Scholl moved and Vice Mayor Thaler seconded a motion to approve this <br />resolution. Resolution No. 2011-1699 was adopted by a voice vote of 5-0 in favor. <br /> <br />5 <br />
