Summary Minutes: Special City Commission Meeting

July 31, 2008

Sunny Isles Beach, Florida

like to see in that Park. If we have a $14 Million cap, the garage that is landscaped and
screened is $11.2 Million and the basic Park elements that would be required for the Grant is
$2.9 Million, you are at the threshold right there.

Mayor Edelcup said his recommendation would be to bid those two out and when the bids
come back and we find that there may be additional money, we can come back and look at it.
Commissioner Scholl asked if the water wall is an interactive element or is it just a visual
element, and Mr. Kline said it is just a visual element noting that it would not be included
within the base. Mayor Edelcup said he recommends to just do the top two and come back
and see where we are at, it is going to take two (2) years to build this, and Commissioner
Scholl agreed noting that all of those items can be retrofitted later on.

Mr. Kline said we would need to install the underground pipes in order to have the water
features in the future, and asked the Commission if they want to set this as the basic Park
elements without any of those amenities, and ifthey are comfortable with the location of the
green areas, and the playground equipment, essentially it is the basketball court plan without
the basketball court, and no water wall on the corner of the garage. Commissioner Goodman
asked how much would have to be destroyed to build the rest of the Park, and Mr. Kline said
from the playground equipment south is the only area that would be disruptive, and
Commissioner Scholl said we could always cordon it off and still have an active Park.

City Manager Szerlag said he will proceed as directed, and he asked the Commission which
was their preferred schematic, with or without the basketball court, and Mayor Edelcup said
they will not know until they know what money we have. Commissioner Scholl said Option
One, but we are not going to build C,D, or G, and then in the future, if we decide we want to
put the basketball court in, we can. Vice Mayor Thaler said he sees the basketball court, but
not the splash pad, and Mayor Edelcup said it is either the basketball court or the splash pad.
City Manager Szerlag said that we will proceed to bid the parking structure, and the basic
park elements. Mr. Kline asked ifhe has approval to complete the drawings based on the first
two items in the basic Park elements and the garage, and the Commission said yes.

5. ADJOURNMENT

Commissioner Brezin moved and Commissioner Scholl seconded a motion to adjourn the
meeting, and Mayor Edelcup adjourned it at 6:05 p.m.

Respectfully submitted by:

~f\~

~ane A.
