Summary Minutes: Regular City Commission Meeting November 17,2011

Sunny Isles Beach, Florida

Steve Trattner said he lives right across the street from there in Golden Shores. He said the
whole presentation was very thorough and they answered all his questions except for one
minor remaining issue, he presumes that you enter on the south side and exit on the north side,
and so when you exit you are literally just south of 186th Street on Collins Avenue going
northbound, and that is a intersection that has periodically come up for discussion in different
venues. There have been some thoughts about what we would do with that intersection
whether we create some traffic diversion to force people leaving Golden Shores to head south
on Collins A venue, whether we can work with FDOT to put in some traffic lights to control
the traffic there. His concern is that this is going to present a problem that we see currently at
the Newport, St. Tropez, etc., which is when someone wants to exit their property they dart
across three lanes of traffic to make a u-turn. He said that the Commission should try to
preempt those issues by working with FDOT to see if we can come up with solutions to
prevent those problems. Whether it is a requirement to force only north bound turns on
Collins Avenue, instead of a break in the median that we have at 186th and Collins but to put
in a solid median and that forces the issue right there, or a traffic light, but he is sure that there
are plenty of solutions that FDOT can recommend that we can consider.

Mayor Edelcup said certainly we can all talk to FDOT but they haven't been very cooperative
with our City in the past as it relates to other intersections but he thinks we should give it the
proverbial college try to see what we can do and maybe if all the citizens in our City would
work together and prevail upon FDOT maybe we can get greater success than we have had in
the past. Generally speaking they turn a deaf ear to putting in anymore traffic lights because
of their configurations that they have already set up but it is an excellent idea. Steve Trattner
said they hope to put together a committee that will work more closely with them, and Mayor
Edelcup said it was a good project for the Advisory Committee. Commissioner Aelion said
according to the rendering it is extremely close to the intersection, and he doesn't think that
FDOT or even the City should allow a crossing, you are looking at about 20 or 30 feet from
the actual intersection, it would only allow a right turn north and then you would make a u-
turn at the next intersection not this one.

Mayor Edelcup asked for a motion, and City Attorney Ottinot clarified that this would be with
the proffer and the sidewalk.

Vice Mayor Thaler moved and Commissioner Aelion seconded a motion for approval,
subject to staff conditions, as amended. Resolution No. l1-Z-123 was adopted by a roll
call vote of 5-0 in favor.
V ote: Commissioner Aelion yes
Commissioner Gatto ~
Commissioner Scholl ~
Vice Mayor Thaler yes
Mayor Edelcup yes

[City Clerk's Note: Items lOK and lONwere heard after Item 6A.]

7.
