To protect our rainy day fund and to ensure the availability of funds for man-made
or natural disasters, he is proposing this Ordinance to codify that the City must keep a
minimum of $10 Million as a rainy day fund. Under this proposed Ordinance the $10
Million fund must be used for emergency purposes only and in order to use it, the City
Commission is required to approve any use of funds by Resolution upon the super majority,
which today would be 4-1, and he noted that any reserve funds accumulated above $10
Million can be used without any restriction.

Public Speakers: None

Commissioner Aelion moved and Vice Mayor Thaler seconded a motion to approve the
proposed ordinance on first reading.
