Action: City Clerk Hines read the title, and City Attorney Ottinot reported noting that this Ordinance is to correct a scrivener's error. Public Speakers: None Vice Mayor Thaler moved and Commissioner Gatto seconded a motion to approve the proposed ordinance on first reading. The motion was approved by a roll call vote of 5- o in favor. An Ordinance of the City Commission of the City of Sunny Isles Beach, Florida, Amending Section 10 Entitled Budget Procedures to Create a New Section Entitled Emergency Fund Balance Reserve; Requiring Budget Amendments be Approved by Ordinance; Providing for Repealer; Providing for Severability; Providing for an Effective Date. Action: City Clerk Hines read the title, and Mayor Edelcup reported that one of the major responsibilities of the City Commission is to ensure fiscal stability and for several years the City has maintained a healthy reserve fund of $10 Million to be used for emergency purposes. To protect our rainy day fund and to ensure the availability of funds for man-made or natural disasters, he is proposing this Ordinance to codify that the City must keep a minimum of $10 Million as a rainy day fund. Under this proposed Ordinance the $10 Million fund must be used for emergency purposes only and in order to use it, the City Commission is required to approve any use of funds by Resolution upon the super majority, which today would be 4-1, and he noted that any reserve funds accumulated above $10 Million can be used without any restriction.
